Photo above is serial killer Samuel Little aka Samuel McDowell intake information and mugshot at the Baltimore jail on March 15th, 1967 he was sentenced to 4 years in prison for assault with intent to rob, but only did 2 years for good behavior and was out of Maryland House of Correction prison in Jessup MD, which was near Fort Meade MD, by fall of 1969. Sam Little aka Sam McDowell was known to rape and murder young women on his release from jail or prison.  Based on the information that I have obtained it looks to me like Samuel Little started killing women in 69' and that was at Fort Meade  Maryland in November 1969.
