"We're that voice for her today and this case has been years in the making." Jespersen was a long-haul truck driver during this time. In August 1994, he picked up Kjellenberg, who was best described as a drifter in Tampa. Authorities believe that she was raped, beaten and then strangled before her body was dumped in a wooden area off Interstate 10 near Holt.

NY Post writes Sunday May 1st, 2022, A good number of serial killers are believed to be truckers like the “Happy Face Killer” Keith Jesperson long-haul drivers who target prostitutes and take advantage of being on the road for weeks at a time to hide their crimes. “They can work a circuit,” cold case investigator Paul Holes said. “Picking up sex workers is something that has been seen over and over again. ‘Hey, you need a ride?’ And the victim gets in their vehicle and they’re done.” The creation of the FBI’s Highway Serial Killings Initiative in 2009 underscores the pervasiveness of truck-driving predators, he said. “It’s a huge aspect.”

If there is such a thing as an ideal profession for a serial killer, it may well be as a long-haul truck driver. FBI Crime Analyst Christie Palazzolo is quick to point out that long-haul trucking is an honorable profession and that the overwhelming majority of drivers are not murderers—but it does happen, and the pattern is unmistakable. More than a decade ago, analysts for the FBI’s Violent Criminal Apprehension Program (ViCAP)—the only national database of serial crimes—began to see a marked increase in the number of bodies recovered along the side of the road. A majority of the victims were truck-stop prostitutes, and it turned out that many of the suspects were long-haul truckers.

At least 25 long-haul truckers are currently imprisoned for serial murders. In 2009, the FBI revealed their database, the Highway Serial Killings Initiative, which tracks information about hundreds of murders that have taken place along US highways and tries to link some together by details. In the first four years of its existence, the program helped authorities to identify and arrest 10 men, believed to be responsible for over 30 deaths. One is Mississippi long-haul trucker John Robert Williams Using the FBI’s Highway Serial Killings Initiative database, analyst Terri Turner was able to link seven unsolved cases to Williams. Another one is Illinois-based truck driver Bruce Mendenhall. After Mendenhall was arrested, he implicated himself in the murders of at least five other women. Blood tests revealed the DNA of 10 different people in Mendenhall’s cab. Using the Violent Criminal Apprehension Program (ViCAP), authorities were able to match Mendenhall’s MO to several other unsolved murders around the country.

Devonshire was convicted of the Murder in 2005, but did not receive a LIFE sentence, in fact he was back on the streets by mid 2013 in Sarasota Fl just 8 years later, WTF? William J. William Devonshire's signature style of murder is blunt force trauma and manual strangulation. William J. Devonshire did time in the Howard R. Young Correctional Institution also known as Gander Hill Prison due to the neighborhood in which it is located is a Level 5 facility. William J. Devonshire's DNA has been in the system since at least 2003. In Sarasota, he grabs the women by the throat and strangles the life out of his victims with his bare hands after striking them in the head.

Serial Killers like William Devonshire in Sarasota go after marginalized individuals particularly prostitutes, drug addicts and the homeless who are relatively easy marks as they tend to lose touch with family and friends and might have a history of disappearing for extended periods of time. There is no doubt in my mind that William "Bill" Devonshire killed the two homeless women along the north Tamiami Trl, in Feb and March of 2022, that makes him a serial killer with his prior murder conviction in Delaware. How many other bodies are on this monster is unknown.

According to the FBI, four killings along I-4 near Orlando are among 28 in Florida that are unsolved and connected to serial killings that the bureau suspects were committed by long-haul truckers.Those include 19 deaths along the Interstate 4 corridor between Tampa and Daytona Beach, although all but one local law-enforcement agency denies any serial-killer cases on its books.The FBI report documents dozens of serial killings of people whose bodies were dumped near popular trucking routes.The report is accompanied by a map that shows the FBI plotting more than 500 serial killings — mostly prostitutes and female drug users — across the United States.
