Saudi Arabia has a deep historical and symbiotic relationship with the radical Islamic ideology of Wahhabism. Saudi Arabia Ministry of Islamic Affairs pays and facilitates Imams in the USA, like Muneer Arafat. Al-Qaeda, murderous as it is, is but a symptom of an underlying malignancy which is Islamic extremism, or Wahhabism. David Aufhauser, General Counsel to the Treasury Department claims the Saudi regime is the epicenter of terrorist financing. Wahhabism is known throughout the Muslim world for its puritanical and severe approach to the teachings of the Muslim prophet Mohammed. It preaches violence against non-believers or infidels, and those include not just Christians, Jews, Hindus, but also Muslims who don't adhere to the strict Wahhabi faith. It serves as the religious basis for Al- Qaeda. I believe if there was no Wahhabism and no Saudi government, you could make a very good argument that 9/11 wouldn't have happened. There might not even be an Al-Qaeda. Saudi Arabia sends aid and builds mosques that spread its Wahhabi variant of Islam around the world. The money involved amounts to billions of dollars each year.

Sarasota Imam Muneer Arafat followed the teachings of Saudi Grand Mufti Sheikh Abdel Aziz bin Al-Baz, November 21st 1912 – May 13th 1999, who was encouraging support for al Qaeda’s jihad and Wahhabism before he died. Wahhabism is a puritanical form of Sunni Islam and is practiced in Saudi Arabia, Al-Baz was the leading proponent of Wahhabism. ISIS' Harsh Brand of Islam Rooted in Wahhabism. Saudi Grand Mufti AbdelAziz bin Al-Baz was the Grand Mufti of Saudi Arabia from 1993 until his death in 1999. Imam Muneer Arafat shows up in Sarasota in March of 2000 after being banned at St Louis Mosque for preaching Jihad. Grand Mufti Ibn Baz had issued a fatwa authorizing a wealth tax to support the Mujahideen during the anti-Soviet jihad in Afghanistan. Al-Baz books include, "Radical Theories on Defending Muslim Land through Jihad". University and disciple of Sheikh Bin Al-Baz and Muhammad Ibrahim Al al-Sheikh was the most prominent Saudi sheikh who supported al-Qaeda.

NAIT uses Shariah-approved investing with its own company, Allied Asset Advisors, to buy and pool mosques and community centers. Property records show the mosque attended by the terrorist who killed US soldiers at a base in Chattanooga, Tenn., is affiliated with the same Islamic group as the mosques patronized by the Boston marathon bombers and the 9/11 hijackers who attacked the Pentagon. The trustee of the Islamic Society of Greater Chattanooga, like the Boston and Virginia mosques attended by other terrorists, is the North American Islamic Trust. In 2007, the Justice Department designated NAIT as an unindicted co-conspirator in the largest terrorist financing case in America history, US v. Holy Land Land Foundation, which resulted in convictions and imprisonment of several US-based Hamas terrorist leaders. Court records detail money flowing through NAIT financial accounts to Hamas, NAIT’s parent company is the Islamic Society of North America.

One year later in 2012 'The Missionary Board of the Brethren Church' Ashland OH held the deed for the $3.2 million dollar Islamic Society of Sarasota and Bradenton (new) mosque completed on Sept 11th, 2011 at 4350 N. Lockwood Ridge Road Sarasota, Florida. In 2016 the deed for the $3.2 million dollar ISSB Mosque was transferred to a local couple in Sarasota Fl. They all appears to have been "straw owners".

In June of 2018 the deed to the $3.2 million dollar Islamic Society of Sarasota and Bradenton (new) mosque on N Lockwood Ridge Rd Sarasota Fl was transferred to a woman who had been living next door to the Mosque and appeared to be the caretaker, by name of Debra A. Chasse. One year earlier, Ms. Chasse had been declared indigent during a 2017 divorce in Sarasota County Court. Debra A. Chasse is the deed owner/trustee of the ISSB Mosque, she had no assets and no income as per her 2017 divorce in Sarasota Conty and apparently moved to Pine Mountain Georgia in Nov 2018, she later passed away in June 2019 at the age of 63. The current deed holder owner/trustee to the ISSB Mosque is dead and has been for over 3 years? None of the previous 2 deed holder trustees to the Islamic Society of Sarasota and Bradenton (new) Mosque have/had any direct connection to the Mosque, all appear to be straw owners/deed holders. Why does a dead woman who was living in Pine Mountain Georgia hold the deed to the ISSB Sarasota Mosque and property valued at $3.2 million, with no mortgage?

Imam Johari Abdul-Malik, Outreach Director of the Dar Al-Hijrah Islamic Center in Falls Church, Va.The Dar Al-Hijrah Islamic Center was identified in the 9-11 Commission Report as the mosque frequented by several of the 9-11 hijackers. Ahmed Omar Abu Ali, a Dar Al Hijrah, member who is serving a life sentence in a federal prison for nine counts of terrorism including a plot to assassinate President George W. Bush, kill members of Congress and bomb restaurants, nightclubs and other public places across America. Ali Al Timimi, a Muslim cleric of Fairfax, Va., who was convicted in April, 2005, and is serving a life sentence in a federal prison for counseling others to wage war against the United States and use firearms and explosives in furtherance of violent crimes. While in San Diego, Anwar Awlaki assumed the role of imam at a local mosque, Masjid al-Ribat al-Islami. It was in that role that he reportedly came into contact with two of the future September 11 hijackers, Saudi Arabians Nawaf al-Hazmi and Khalid al-Mihdhar. After spending four years in San Diego, Awlaki left in 2000, eventually settling in the Washington, D.C., metro area in January 2001. He became imam at the Dar al-Hijrah mosque, located in Falls Church, Virginia. September 11 hijackers, Saudi Arabians Nawaf al-Hazmi and Khalid al-Mihdhar followed him to Falls Church.

Few Floridians know the history behind the Islamic Society of Sarasota and Bradenton (new) mosque located at 4350 N. Lockwood Ridge Road in Sarasota, Florida construction completed September 11th, 2011 where Muneer Arafat was the Imam or Holy Man from 2000 to late 2003. On September 11th, 2011 there were thousands of 9/11 memorial and remembrance event. None was more powerful than those held in Sarasota, Florida where Mohammed Atta and two of his terrorist cohorts learned to fly planes into the World Trade Center and the Pentagon. Shiraz Hassan the Mosque president said in 2017 via the Herald Tribune that 20 years ago (1997) only a few Muslims lived in the region. Some of them worshiped in a small home (Florida shotgun shack) on the Lockwood Ridge property where the multi million dollar mosque now sits (who paid for it). He estimates that between 300 to 400 families now attend services at the mosque the only one within a 50-mile radius at some time during the year. Local Muslims raised $2.6 million (Est Value $3.2 million) to build the 11,350-square-foot mosque in place of the shotgun shack home where they used to gather and finished construction in Sept 2011 as per Sarasota County Property appraiser records. But who really paid for the Mosque? The Ministry of Islamic Affairs’ pays for the construction of Mosques around the world, did they in Sarasota? The Sarasota Mosque building is impressive, with a huge courtyard, men and women’s prayer places, a big kitchen and small rooms for meetings and education.

Motion by Attorneys for 9/11 families vs Kingdom of Saudi Arabia lawsuit, December 7th, 2021. Saudi Arabia's support of terrorism with direct involvement by Saudi government imams with the Ministry of Islamic Affairs in recruitment and fundraising activities for al Qaeda, including recruitment of certain of the 9/11 hijackers. Saudi clerics, paid by the government of the Kingdom and preaching at state funded mosques, issued fatwas that provided religious justification for al Qaeda’s terrorist actions, like like Muhammed Jaber Fakihi with the "Hamburg Cell" and Imam Muneer Arafat while he was working in St Louis. The Ministry of Islamic Affairs’ deployment of thousands of Wahhabi clerics throughout the world to support Islamic extremist movements like al Qaeda. Indeed, an astounding number of persons closely affiliated with the Kingdom of Saudi Arabia are alleged to have overseen, fostered, or otherwise facilitated al Qaeda’s terrorist operations, consistent with and in furtherance of the radical agenda and activities of the Ministry of Islamic Affairs itself. In a number of instances, those contacts were with members of al Qaeda planning or supporting the September 11th attacks. Saudi government officials installed founding al Qaeda members into senior leadership posts of the charities, including Wa’el Jelaidan, Mohammed Jamal Khalifa, Adel Batterjee, and Aqeel al Aqeel. IIRO and Al Haramain employees involved in planning and execution of the 1998 U.S. Embassy bombings by al-Qaeda. Senior IIRO official Abd al Hamid Sulaiman al Mujil “used his position to bankroll the al Qaeda network”. Given the procedural posture and ongoing discovery related to the activities of Omar al Bayoumi, Fahad al Thumairy, and the many Kingdom of Saudi Arabia officials and sub-agents who worked directly in conjunction with them to establish a support network for the first arriving hijackers in Southern California, Plaintiffs do not address those particular theories and supporting allegations and extensive evidence, new and old, in the context of the present motion. However, Kaplan and Honickman do significantly alter and affect the analytical framework for evaluating those theories, and make clear that the Kingdom’s principal arguments in opposition to them have no merit. JASTA “meant to allow an aiding-and-abetting claim where the defendant’s acts aided and abetted the principal even where his relevant substantial assistance was given to an intermediary.” The Second Circuit also confirmed that a plaintiff need not establish “that the defendant had a specific intent,” especially in relation to fostering the particular attack at issue.

Thus, if “the defendant the Kingdom of Saudi Arabia knowingly ... gave assistance, directly or indirectly, and if that assistance was substantial, then aiding and abetting is sufficiently established if the defendant was ‘generally aware’ that it was playing a role in international terrorism.” Those principles establish that Plaintiffs’ aiding and abetting allegations are sufficient because the allegations clearly establish that: the Kingdom of Saudi Arabia indirectly assisted al Qaeda, which undertook the 9/11 attacks; in providing financing, staffing, directing, and provision of other support to the purported charitable organizations, which were known by the Kingdom to be “closely intertwined” with and supporting al Qaeda and its violent activities, Kingdom officials, employees, and agents were “generally aware” of their role in al Qaeda’s violent activities; likewise, in directly or indirectly assisting various individuals in the United States and abroad known by the Kingdom to be “closely intertwined” with al Qaeda and its violent activities, Kingdom officials, employees, and agents were “generally aware” of their role in al Qaeda’s illegal activities; and the Kingdom knowingly – i.e., not inadvertently or innocently – provided support to al Qaeda in these and other respects that was substantial. 

Saudi government employees and agents – Fahad al Thumairy, Omar al Bayoumi, Osama Basnan, Muhammed Jaber Fakihi, Saleh al Hussayen, Mohammed al Qudhaeein, and Hamdan al Shalawi – aided and abetted the 9/11 operation by providing substantial material support and resources to the September 11th hijackers and plotters, both from within the U.S. and abroad. The Kingdom of Saudi Arabia's indirect support for al Qaeda, through charity intermediaries, constitutes a tortious act satisfying JASTA’s immunity exception. Under the direction and supervision of the Ministry of Islamic Affairs, the Kingdom of Saudi Arabia provided massive funding and other important resources to a number of its charities that were intimately intertwined with the al Qaeda terrorist organization and its activities and the 9/11 Attacks. The Kingdom was specifically aware that the massive funding it was directing to these al Qaeda charity fronts was fueling al Qaeda’s global operational and strike capabilities in the years leading to the September 11th attacks, thereby aiding and abetting al Qaeda’s targeting of the United States. The myriad ways in which the Kingdom of Saudi Arabia exercised complete control over the charities supporting terrorism and provided massive funding and other support to the Muslim World League
(“MWL”), International Islamic Relief Organization (“IIRO”), Al Haramain Islamic Foundation (“Al Haramain”), World Assembly of Muslim Youth (“WAMY”), Saudi Red Crescent (“SRC”), Saudi High Commission (“SHC”), and Saudi Joint Relief Committee (“SJRC”). Indeed, Plaintiffs allege that Kingdom officials and employees held director, officer, and operational employee positions within the charitable organizations, including in components and affiliates of the organizations jointly staffed by al Qaeda operatives and most directly supporting al Qaeda’s terrorism. The Kingdom of Saudi Arabia's Indirect Support Provided Via Individuals Assisting al Qaeda. 

Information contained in a 2003 FBI report later became central to Operation Encore – the FBI’s once-confidential probe of suspected Saudi government involvement in 9/11. Encore’s existence became public in 2016 when a highly redacted 2012 FBI report about the investigation was released to Florida Bulldog amid Freedom of Information Act litigation. Jarrah, who was a suspected Saudi intelligence officer, was among a trio of Saudis named in the 2012 report as subjects of the Encore probe. His identity was not made public until the government mistakenly released it in a court filing in 2020. The 2003 FBI report tied Jarrah “specifically with the Southern California based network of Muhammad al-Muhannah [also spelled Muhanna] and Fahad al-Thumairy.’’

KSM denies that Saudis were chosen for the 9/11 plot to drive a wedge between the United States and Saudi Arabia, and stresses practical reasons for considering ethnic background when selecting operatives. He says that so many were Saudi because Saudis comprised the largest portion of the pool of recruits in the al Qaeda training camps. KSM estimates that in any given camp, 70 percent of the mujahideen were Saudi, 20 percent were Yemeni, and 10 percent were from elsewhere. Although Saudi and Yemeni trainees were most often willing to volunteer for suicide operations, prior to 9/11 it was easier for Saudi operatives to get into the United States. Like many other al Qaeda operatives, the Saudis who eventually became the muscle hijackers were targeted for recruitment outside Afghanistan- probably in Saudi Arabia itself. Al Qaeda recruiters, certain clerics, and-in a few cases-family members probably all played a role in spotting potential candidates. Several of the muscle hijackers seem to have been recruited through contacts at local universities and Imam's at Mosques. According to the head of one of the training camps in Afghanistan, some were chosen by unnamed Saudi sheikhs who had contacts with al Qaeda. Omari, for example, is believed to have been a student of a radical Saudi cleric named Sulayman al Alwan. His mosque, which is located in al Qassim Province, is known among more moderate clerics as a "terrorist factory." The province is at the very heart of the strict Wahhabi movement in Saudi Arabia. Saeed al Ghamdi and Mohand al Shehri also spent time in al Qassim, both breaking with their families. According to his father, Mohand al Shehri's frequent visits to this area resulted in his failing exams at his university in Riyadh. Saeed al Ghamdi transferred to a university in al Qassim, but he soon stopped talking to his family and dropped out of school without informing them. KSM claims that Bin Ladin could assess new trainees very quickly, in about ten minutes, and that many of the 9/11 hijackers were selected in this manner. Bin Ladin, assisted by Atef, personally chose all the future muscle hijackers for the planes operation, primarily between the summer of 2000 and April 2001. Upon choosing a trainee, Bin Ladin would ask him to swear loyalty for a suicide operation. After the selection and oath-swearing, the operative would be sent to KSM for training and the filming of a martyrdom video, a function KSM supervised as head of al Qaeda's media committee. As to targets on 9/11, Atta understood Bin Ladin's interest in striking the White House. Atta said he thought this target too difficult, but had tasked Hazmi and Hanjour to evaluate its feasibility and was awaiting their answer. Atta said that those two operatives had rented small aircraft and flown reconnaissance flights near the Pentagon. Atta explained that Hanjour was assigned to attack the Pentagon, Jarrah the Capitol, and that both Atta and Shehhi would hit the World Trade Center. If any pilot could not reach his intended target, he was to crash the plane. If Atta could not strike the World Trade Center, he planned to crash his aircraft directly into the streets of New York.
