Tisch, joined federal partners on Dec. 10, 2025 to announce the establishment of the Homeland Security Task Force (“HSTF”) New York. Co-led by HSI and the FBI, the HSTF New York will serve as a first-of-its-kind task force that utilizes a whole-of-government approach to identify, disrupt and dismantle criminal cartels, Nicolas Maduro Moros, foreign gangs, and transnational criminal organizations (“TCOs”) in New York (like Mac Ballers) and throughout the United States.

NEW YORK (AP) — The Brooklyn jail holding Venezuelan President Nicolás Maduro aka Nicolas Maduro Moros is a facility so troubled, some judges have refused to send people there even as it has housed such famous inmates as music stars R. Kelly and Sean “Diddy” Combs. Opened in the early 1990s, the Metropolitan Detention Center, or MDC Brooklyn, currently houses about 1,300 inmates. It’s the routine landing spot for people awaiting trial in federal courts in Manhattan and Brooklyn, holding alleged gangsters and drug traffickers alongside some people accused of white collar crimes. Current detainees include the co-founder of Mexico’s Sinaloa drug cartel, Ismael “El Mayo” Zambada Garcia, and Luigi Mangione, who is accused of killing the CEO of United Healthcare.

Carvajal-Barrios Case 1:11-cr-00205-AKH-2 is a criminal case in the Southern District of New York involving Hugo Armando Carvajal-Barrios, a former Venezuelan military intelligence official known as "El Pollo" and President Nicolas Maduro Moros. The indictment charges him with narco-terrorism, cocaine importation conspiracy, and weapons offenses, alleging he used his position to facilitate drug trafficking to the U.S.. Charges: Carvajal-Barrios is implicated in a 2020 superseding indictment alongside Nicolas Maduro Moros and other high-ranking Venezuelan officials, alleging conspiracy to import cocaine into the United States, and related weapons offenses with Venezuelan Cartel de Los Soles and the Fuerzas Armadas Revolucionarias de Colombia ("FARC"). Between at least in or about 1999, up to and including in or about 2020, the FARC became one of the largest producers of cocaine in the world. The United States Department of State estimated that 250 or more tons of cocaine were transiting Venezuela per year. The maritime shipments of cocaine were shipped north from Venezuela's coastline using go-fast vessels, fishing boats, and container ships.
