Serial Killer Leaves Bodies Along I-4 In Florida FBI VICAP Eyes Truckers Like Gary Artman


If there is such a thing as an ideal profession for a serial killer, it may well be as a long-haul truck driver. FBI Crime Analyst Christie Palazzolo is quick to point out that long-haul trucking is an honorable profession and that the overwhelming majority of drivers are not murderers—but it does happen, and the pattern is unmistakable. More than a decade ago, analysts for the FBI’s Violent Criminal Apprehension Program (ViCAP)—the only national database of serial crimes—began to see a marked increase in the number of bodies recovered along the side of the road. A majority of the victims were truck-stop prostitutes, and it turned out that many of the suspects were long-haul truckers.

Although it's impossible to arrive at an exact number of serial killers, officials at the Murder Accountability Project (MAP) estimate there are as many as 2,000 at large. "There are more than 220,000 unsolved murders since 1980, so when you put that in perspective, how shocking is it that there are at least 2,000 unrecognized series of homicides?" MAP's Thomas Hargrove asked Live Science. A serial killer is defined as anyone who has murdered two or more people.

We had an inordinate number of victims and offenders from this rather specific population pool,” Palazzolo explained. To make matters worse, these cases are extremely difficult to investigate. A long-haul driver can pick up a prostitute at a truck stop in Georgia, rape and murder her, and dump her body on the side of the road in Florida later that day. The victim has no connection to the area where she was found, and there may be no forensic evidence to collect because the crime was committed hundreds of miles away. The local police detectives investigating the case might have little experience dealing with a crime of this nature and may be faced with few, if any, leads.

He discovered Rhoades inside the cab with a hysterical naked woman who had been chained and shackled to a wall. She later told investigators that she’d been tortured and whipped, that Rhoades told her he was known as “Whips and Chains” and had been involved in such activity for years”. The cab of long haul truck driver Bruce Mendenhall and suspected serial killer was “awash with blood” belonging to 10 different people, said a prosecutor who charged him with murdering a missing woman. Carmen Purpura’s body has not been found, but the prosecutor said her blood soaked the seats in Bruce Mendenhall’s cab, and that so much of her blood was there she could not possibly be alive.

FBI's seminar on Highway Serial Killings Initiative - The Violent Criminal Apprehension Program (ViCAP) consists of a database and web-based tool available to law enforcement agencies to link homicides, sexual assaults, missing person, and unidentified human remains that may be geographically dispersed, allowing police departments to better coordinate communication and investigative efforts on potentially linked crimes. The FBI maintains the database and our analysts assist investigators with case linkages and other analysis. Over 5,000 law enforcement agencies have participated in ViCAP—created in 1985—and have contributed more than 85,000 cases to the system.

In 2008 ViCAP made their database available to all law enforcement agencies through a secure internet link, providing real time access to the database and allowing agencies to enter and update cases directly into the database. ViCAP’s mission is to facilitate cooperation and coordination between law enforcement agencies and to provide support to those agencies in their efforts to apprehend and prosecute violent serial offenders, especially those who cross jurisdictional boundaries.

FBI Crime analysts—specially trained to study the database with the goal of identifying serial offenders—have developed extensive timelines on potential highway serial killer suspects and have provided this information to law enforcement nationwide. ViCAP requests that law enforcement agencies forward any information about cases meeting any of the following highway serial killings criteria:
1). Homicide victims whose remains were recovered along a highway or location associated with a highway such as a rest stop, gas station, or truck stop;
2). Kidnapped or missing persons whose last known location was along a highway;
3). Victims of sexual assault with a connection to a highway or highway location; and
4). Truck drivers or other individuals undergoing investigation or arrested for murder, kidnapping, or sexual assault of one or more victims along a highway or at a location associated with a highway.

March 2002 raid SAAR Network at 555 Grove St. Herndon VA and Operation Green Quest Sarasota-Tampa investigation links to Saudi funded 9/11 attack. Operation Green Quest was the U.S. Customs Service (ICE) task force formed after the Sept. 11 attacks to wage a financial war on terror. The Tampa FBI is whitewashing the Sarasota Saudi Family and Saudi Gov Connection to 9/11 as it all links directly to Operation Green Quest and Saudi Arabia funded think tanks IIIT and SAAR in Herndon VA. Saar Foundation was established as a charity in 1983 and was initially funded by members of the wealthy al-Rajhi family of Saudi Arabia who supports al-Qaeda. The S.A.A.R. network is named for Sulaiman Abdul Aziz Rajhi, the patriarch of the Saudi family that funded it. Government officials say the Operation Green Quest investigation of the SAAR groups, which began with a probe of anti-Israel activists members of the Palestinian Islamic Jihad (PIJ) in Tampa Florida in 1996 and intensified after the Sept. 11 attacks. 

Sami Al-Arian admitted that he performed services for the PIJ in 1995 and thereafter, when he was a professor at the University of South Florida Tampa and after he knew that the PIJ had been designated by President Clinton as a terrorist organization. Sami Al-Arian acknowledged that in late 1995, when Ramadan Shallah, co-conspirator and former director of Al-Arian’s “think tank,” the World and Islam Studies Enterprise (WISE) was named as the new Secretary General of the PIJ terrorist organization, Al-Arian falsely denied to the media that he knew of Shallah’s association with PIJ. Though federal agents uncovered staggering amounts of evidence against members of the SAAR network and links to Al-Arian in Tampa, (IIIT is a Muslim Brotherhood think-tank), political interference led to the case being dropped.

According to the federal affidavit filed by customs investigator David Kane, the SAAR network was funded with millions of dollars in Saudi cash and was then used to funnel money to terror organizations such as that of convicted terror financier Sami al-Arian, the North American representative of Palestinian Islamic Jihad. Additionally, at least $26 million was routed to suspicious accounts in the Bahamas and the 'Isle of Man' that may have been used to fund Hamas. In this way, wealthy Saudi backers of terrorism could use America’s own banking system to escape increasing financial scrutiny from the Saudi government. The prosecution of the SAAR network was inexplicably put on the back burner by the Bush administration, despite protests by the agents involved, and was ultimately dropped by the Obama administration. No one has ever explained why. But it is clear that the SAAR network has a great deal of political pull. SAAR figures such as Mirza, Barzinji, and Altalib have given tens of thousands of dollars of campaign donations over the years to US political figures, our political figures.

To understand why the FBI is withholding evidence of the involvement of the Sarasota Saudi Family and many others to the 9/11 Hijackers while they were in Sarasota Fl, one has to step back and look at the much bigger and broader picture involving Saudi Arabia. This coverup goes far beyond the suppression of the crucial 28-page chapter from the Joint Congressional Inquiry into 9/11, concerning Saudi support for the 9/11 hijackers, the concealment of which has continued under different Presidential Administrations to this day. The investigation into the Sarasota Muslim network and Sami al-Arian in 2002 to 2003 directly links to the Bureau of Immigration Customs Enforcement (ICE) 'Operation Green Quest" raid of IIIT. The Institute of Islamic Thought (IIIT) is yet another institution funded by Saudi Arabia. The IIIT Institute’s Herndon, VA, headquarters, located at 555 Grove St., were subject of a March 20, 2002 raid, along with 19 other Saudi funded business and non-profit entities allegedly related to an umbrella corporation known as the SAAR Foundation, as part of a joint FBI-ICE program known as Operation Green Quest. 

The Senate Permanent Subcommittee on Investigations report also noted that at the same time that the Bosnia raid occurred, in March 2002, the FBI was also raiding the Northern Virginia offices of the SAAR Foundation, a front for the Al-Rajhi group, linked both to the Muslim Brotherhood and other hard-core terrorist cells around the globe. "Operation Green Quest" targeted SAAR and the affiliated Safa Group of charitable and business fronts, all tied to the Saudi Arabia regime. The FBI took over the Operation Green Quest investigation in late 2003, as it linked to terrorism, and excluded ICE, there was a huge stink over that move and the IIIT FBI investigation continued. In June 2002, the Washington Post will headline an article, “Infighting Slows Hunt for Hidden al-Qaeda Assets.” [Washington Post, 6/18/2002]. FBI Wants Control of Green Quest – With the creation of the new Department of Homeland Security (see November 25, 2002), the FBI and its parent agency the Justice Department are given a chance to gain total control over Operation Green Quest. I was there in April 2002 in Sarasota Fl working as a Confidential Informant for the Bureau of Immigration Customs Enforcement and ICE agent Alan Childers who at the time was based in Bradenton Fl. I was reporting directly to Sarasota Police Department Intel Detective Jim Laplante with an assist from the Sarasota Sheriff Department's Detective Mike Otis and Sarasota based SA FBI Agent Thomas Baugher who claimed he was just an observer.

PENN LIVE: Unsolved murders in the heartland of America along truck routes in Cincinnati, Fairfield and Chillicothe OH give rise to serial killer working the area for the last 20 years. Alana Gwinner from Fairfield OH was kidnapped and murdered, her body was found near Sugar Bay in Warsaw KY, 65 miles away. “I’m looking at a number different girls who all look alike, and every individual area, whether it’s state police or local police, they all say the same thing, it’s not connected to the others,” he said. “Maybe this needs national attention that all these young girls who look like they’re all sisters have all just totally vanished without any kind of leads.” Bill Warner says he hopes those leads come and that they bring answers to more than a dozen families.

Heather Bogle April 9 2015 The question as to who murdered mother, sister, daughter and friend Heather Bogle is something that is still nagging the Sandusky, Ohio community. “Who killed her? Why? Lexington Police responded to a call about a body lying in the road on Cleveland Road. Misty Gwinner, a native of Florence, KY had no known connections to Lexington KY.
UNSOLVED MURDER…Katelyn Markham, long blondish hair, 5′3″ tall and 128 lbs, 22 years old, kidnapped Sat @ 11:00 pm 8/13/2011 Fairfield OH (KIDNAPPED-MURDERED) her body found in Cedar Grove Indiana.
The young woman’s body was found near Cedar Grove, Ind., about 30 miles from her Fairfield, Ohio, home where she was last seen alive Aug. 13, 2011. Her skeletal remains were found Sunday in a garbage bag by a man walking by an unofficial dump site near a creek bed.

According to the FBI, four killings along I-4 near Orlando are among 28 in Florida that are unsolved and connected to serial killings that the bureau suspects were committed by long-haul truckers.Those include 19 deaths along the Interstate 4 corridor between Tampa and Daytona Beach, although all but one local law-enforcement agency denies any serial-killer cases on its books.The FBI report documents dozens of serial killings of people whose bodies were dumped near popular trucking routes.The report is accompanied by a map that shows the FBI plotting more than 500 serial killings — mostly prostitutes and female drug users — across the United States.
