FOX NEWS...While the New Mexico-born cleric, Anwar al-Awlaki, is the first American on the CIA's kill or capture list, the U.S. State Department refuses to release documents about al-Awlaki citing his right to privacy. This disconnect was uncovered as part of the ongoing investigation by Fox News' Specials Unit into the cleric who is a leader of a major Al Qaeda affiliate. The government refused to release the records for the terror leader who is well known to be the first American that the U.S. government has green-lighted to be killed or captured.
After 9/11, Anwar Al-Awlaki was a tier one, priority target for the Joint Terrorism Task Force (JTTF) in San Diego because of his known contacts with the hijackers. A State Department agent assigned to the JTTF, Ray Fournier, put together an arrest warrant for passport fraud in 2002. As part of that fraud, al-Awlaki lied on his Social Security application claiming he was born in Yemen, not New Mexico. At the time, there was not enough firm evidence to link the cleric to 9/11, so the passport fraud case was seen as a holding charge.
Anwar al-Awlaki and his contacts with the first two hijackers to enter the U.S. in January 2000 are central to the plot. It was at al-Awlaki's mosque in a rundown neighborhood of San Diego where the three men met on a regular basis, see below. A new book by former FBI interrogator Ali Soufan is at the center of a reported dispute with the CIA. Published reports state the book will blame the CIA missed an opportunity to disrupt the plot by failing to provide information to the FBI.

Al-Rribat Al-Aslami Mosque

Masjid Ar-Ribat al-Islami is a Sunni mosque in San Diego, California, on 7173 Saranac Street on the San Diego-La Mesa, California border. Anwar Al-Awlaki, who has been accused of being a senior Al-Qaeda recruiter and motivator linked to various terrorists, served as Imam of the mosque from 1996–2000. Two of the 9/11 hijackers (Nawaf Al-Hazmi and Khalid Almihdhar) regularly attended the mosque in 2000.
ANWAR aL-AWLAKI aka ANWAR aL-AULAQI served as Imam of the Denver Islamic Society from 1994–96. Although he preached eloquently against vice and sin, he left two weeks after he was chastised by an elder for encouraging a student at the mosque to fight jihad. He then served as Imam of the Masjid Al-Ribat al-Aslami mosque at the edge of San Diego, California, from 1996–2000. There, he had a following of 200–300 people.
In 1998 and 1999, ANWAR aL-AWLAKI aka ANWAR aL-AULAQI served as Vice President for the Charitable Society for Social Welfare (CSSW) in San Diego. That charity was founded by Abdul Majeed al-Zindani of Yemen, who has been designated by the U.S. government as a "Specially Designated Global Terrorist" who has worked with Osama bin Laden. During a terrorism trial, Federal Bureau o Investigation (FBI) agent Brian Murphy testified that CSSW was a “front organization to funnel money to terrorists,” and U.S. federal prosecutors have described it as being used to support bin Laden and al-Qaeda.
The FBI investigated al-Awlaki from June 1999 through March 2000 for possible fundraising for Hamas (Holy Land Foundation), links to al-Qaeda, and a visit in early 2000 by a close associate of "the Blind Sheik" Omar Abdel Rahman (who was serving a life sentence for his role in the 1993 World Trade Center attack, and plotting to blow up NYC landmarks). The FBI's interest was also triggered because he had been contacted by an al-Qaeda operative who had bought a battery for bin Laden's satellite phone, Ziyad Khaleel. But it was unable to unearth sufficient evidence for a criminal prosecution.
Ziyad Khaleel, also known as Khalil Ziyad, Ziyad Sadaqa, and Ziyad Abdulrahman, was a Palestinian-American al-Qaeda member, based in the United States, primarily in Colorado, Florida, Michigan and Missouri. He had been identified as a “procurement agent” for Osama bin Laden, arranging the purchase and delivery of “computers, satellite telephones, and covert surveillance equipment” for the leadership of al-Qaeda,as well as administering a number of radical Islamic websites as webmaster, including the website of the terrorist group Hamas.
The FBI investigated Anwar al-Awlaki, later linked to three of the 9/11 hijackers, the Fort Hood shooter, and the Christmas Day 2009 bomber, beginning in June 1999 through March 2000, after it learned he had been contacted by Ziyad Khaleel in Colorado.
Sarasota Imam (2000 to 2003) Muneer Arafat says convicted terrorist Sami Al-Arian tried to recruit him into a faction of Palestinian Islamic Jihad in 1988 but he was already a PIJ terror member with the Tamimi faction. Muneer Arafat also lied about being a US citizen, was the roomate of an al-Qaeda terrorist, Ziyad Khaleel aka Ziyad Sadaqa, solicitated funds for terror organizations and worked for the FBI as a paid confidential informant on a international stolen car scam, a very busy boy.
Muneer Arafat, 47, said he had spent months and months talking to a Sarasota suspect in another case (stolen car scam shipped to Middle East) at the request of the FBI, which collected much of the evidence in the Al-Arian case, Muneer Arafat was paid $35,000 by the FBI.
