UPDATE Monday March 28th, Sarasota Serial Killer Arrested! Ex Con William Devonshire Arrested in Murder of 2 Homeless Women. One victim was named as Kelliann Ripley her body found near 10th Street Boat Ramp Sarasota Fl, and the other woman's body was found up by Whitaker Bayou on Rte 41. William Devonshire had a previous murder conviction in Delaware in 2005. William Devonshire is a serial killer who has been roaming the streets of Sarasota for years! William Devonshire has criminal histories in New Jersey, Maryland, Indiana, Ohio, Delaware, and Florida including charges of assault, aggravated harassment, disorderly contact, battery, burglary, and murder. WILLIAM JEFFREY DEVONSHIRE has an extensive criminal record in Sarasota County, Burglary, Kidnapping, Battery, Drugs, Battery by Strangulation, and on and on it goes. William Jeffrey Devonshire is 6' 4" tall and weighs 220 lbs, he also has been homeless for sometime in Sarasota. UPDATE Thursday March 17th, Herald Tribune writes, several homeless people who live on the streets of Sarasota said the 48-year-old woman who died at the boat ramp was named Kelly, she was homeless living on the streets for over 15 years and she had a drug problem. Two Woman Murdered in a two week period and their bodies dumped along the North Tamiami Trail in Sarasota Fl, both woman appear to have been homeless

One Woman (Kelliann Ripley) was murdered on Feb 25th near 10 street boat ramp and then another woman murdered on March 10th 2022 on N Trail Sarasota Fl. William Devonshire is a Serial Killer Targeting Homeless Women Along Sarasota North Tamiami Trail an Area Known for Prostitution, Drugs and the Homeless. This is not the first time a woman has been murdered or gone missing from the hotels and the streets along the North Tamiami Trail in Sarasota Fl. 

AS PER SPD: On Wednesday, March 15, 2022, the Sarasota Police Department Emergency Response Team (ERT) was activated to search for evidence not far from the North Tamiami Trail corridor. Photos of that search were shared on Sarasota Police Department social media channels. The victim from the February 25th case was an unhoused citizen (HOMELESS). The victim from the March 10th case was in between living with family members and was in the process of receiving housing (HOMELESS). “We want to remind our community, especially those who may be in between housing or are unhoused, they need to remain vigilant,” said Interim Chief Rex Troche. “Until we’ve made arrests in these cases, this remains a top priority for our agency. We want citizens to remain vigilant and always be aware of their surroundings,” said Troche.

This is the 6th homicide this year in Sarasota. There were a total of 4 murders all of last year in 2021. The North Trail section of Sarasota has been well know area for drugs and homeless people especially around the 10th Street boat ramp at Waterfront Park, it is possible to presume the victims are homeless women. The Salvation Army homeless shelter is in walking distance to the 10th Street boat ramp area about 4 blocks away where the first body was found, see map above. Serial killer targeting homeless women in Sarasota is a possible profile to be considered. I would be checking on who are the recent additions to the Salvation Army homeless shelter on 10th Street.

The Sarasota Police Department is conducting two death investigations that are considered suspicious and are both classified as homicide investigations.The first death investigation began Friday, February 25, 2022. An adult woman, age 48, of Sarasota, was found dead near the Centennial Park boat ramp, 1000 block of North Tamiami Trail, Sarasota, just before 5 p.m. The woman’s death is considered suspicious and is now classified as a homicide investigation. The second death investigation began Thursday, March 10, 2022. A second adult woman, age 59, of Sarasota, was found dead near the 1900 block of North Tamiami Trail, Sarasota, near the shore of Whitaker Bayou, just before 4 p.m. The woman’s death is considered suspicious and is now classified as a homicide. It’s unknown if the two women knew one another or if the suspect or suspects knows the victims. 

Increased patrols by police officers are happening throughout the City of Sarasota including along North Tamiami Trail. The appearance of Ziyad Khaleel in the FBI’s narrative brings the 9/11 case back once again to Florida. The reason: another of his former roommates, Muneer K. Arafat, was an imam from 2000-2003 at a Sarasota-area mosque run by the Islamic Society of Sarasota/Bradenton. According to a Dec. 8, 2003 Florida Department of Law Enforcement report obtained by Florida Bulldog, a source told FDLE and FBI agents, “Arafat was a member of the Islamic Brotherhood, who follows a radical belief…and wishes harm to the United States.” That same year, the St. Louis Post-Dispatch reported that Arafat testified about his involvement with Khaleel, who also went by the name Ziyad Sadaqa, before a federal grand jury in December 2002. Arafat, a Kuwaiti of Palestinian descent, was transported from Sarasota to St. Louis to testify following his November 2002 arrest for overstaying his visa, the paper said.


Muneer Arafat’s name and phone numbers were also found in the cell phone address book of Wissam Hammoud following Hammoud’s January 2004 arrest in Sarasota for weapons violations and attempting to kill a federal agent and witness. Hammoud pleaded guilty a year later and was sentenced to 21 years in prison. The U.S. Bureau of Prisons, which has classified Hammoud as an “international terrorist associate,” lists Hammoud as due for early release in September. Sarasota private detective Bill Warner has tracked Arafat, 57, for years – ever since Warner’s involvement with U.S. Immigration and Customs (ICE) agents and the Sarasota Police Department as a confidential informant in a terrorism investigation that began in June 2002. “The FBI office in Sarasota was aware of my activity as the local Sarasota Police Department reported directly to them any information I supplied. ICE investigation became a hot issue as it linked to terrorism and was taken over by the FBI in 2003,” Warner said. “Imam Muneer Arafat in my opinion and from my experience was a double agent. He worked for (the) FBI as a paid confidential informant from 2002-2003, wearing a wire in support of terrorism investigation in Sarasota Fl. and was part of the advance team in early 2000 for 9/11 hijack pilots Mohamed Atta, Marwan al-Shehhi and Ziad Jarrah also in Sarasota County,” Bill Warner said. UPDATE April 28, 2022 and so it continues, A former University of Alabama student was sentenced to more than seven years behind bars Wednesday for hiding financing to al Qaeda. Alaa Mohd Abusaad was sentenced to 90 months in prison, or 7.5 years. Alaa Mohd Abusaad, 26, had pleaded guilty in 2019 to a charge of concealing terrorism financing after telling an undercover FBI employee how to send money to terrorist fighters. Abusaad also told the undercover fed that “money” for the terrorists “is always needed, You can’t have a war without weapons. You can’t prepare a soldier without equipment.” The former college student told the agent to use fake names and addresses when sending electronic transfers to avoid detection by police. Abusaad introduced the UCE to a financial facilitator who could route the UCE’s money to “brothers that work with aq” (meaning al-Qaeda). Abusaad was born in Chicago, she moved to Tuscaloosa when she was 10-years-old. She was a resident and student at the University of Alabama until she married and moved to Ohio in 2018. Abusaad was also ordered to spend 10 years on supervised release following the prison term, federal prosecutors said.
