Obama said that the next 18 months will be a "critical period" in Iraq, referring to the August 2010 deadline for the withdrawal of all U.S. combat forces from Iraq. "You have given Iraq the opportunity to stand on its own as a democratic country.

That is an extraordinary achievement and for that you have the thanks of the American people," Obama told about 700 U.S. service members, including Vice President Biden's son Beau, at Camp Victory the sprawling American camping that is a short car drive from Baghdad airport.

"You will be critical in terms of us being able to make sure Iraq is stable, that it is not a safe haven for terrorists, and we can start bringing our folks home," Obama said at the Al Faw Palace, a
former palace for Saddam Hussein.
Obama said that the Iraqis needed to make "political accommodations" and decide how they want to resolve their differences. "All those things they have to do, we can't do for them. We can make sure we are a stalwart partner," he said.

Jiverly Wong shooter in Binghamton was he Regular Army in the Cambodian–Vietnamese War 1986 on.

Binghamton, N.Y., authorities called the gunman who shot 13 people dead at an immigration center a "coward" who planned to fight police but later changed his mind and committed suicide. Police Chief Joseph Zikuski identified the shooter as 41-year-old Jiverly Wong DOB 12/08/1967, and said he had voluntarily changed his last name to Voong.

"He arrived wearing body armor," the chief told a news conference Saturday. "At one point in his thinking process, he was going to take on police or at least stop them from stopping him. He must have been a coward. We speculate that when he heard the sirens, he decided to take his own life." Jiverly Wong was born in Vietnam in 1967 at the height of the US War, things did not get better, his Chinese family fled Vietnam in 1989 when he was 22, see his USA entry photo above. The Communist Government of Vietnam, to maintain it's Military manpower in the Army and Airforce, has military age for compulsory service of 18–25 years, this would have been 1986 to 1989 for Jiverly Wong when he was in Vietnam, he would have had to serve in the Communist Army of Vietnam and would have served in the
Cambodian–Vietnamese War of 1975 to 1989.

Cambodian–Vietnamese War followed the Second Indochina War in 1975, Vietnam invaded Cambodia and deposed the genocidal Khmer Rouge regime. The war lasted from May 1975 to December 1989.

Linh Voong, 42, also known as Jiverly Wong, worked at Kikka Sushi as a delivery man for seven years, Paulus Lukas of the company told the Los Angeles Times . Lukas said the man he knew as Wong was a conscientious, good worker. “He was really good at doing his job,” he said, adding that Wong simply failed to show up for work one day. In early 2008, Wong called Lukas to ask him to send his W-2 to an address in New York, The Times reported.

Official: Hostages held after ‘multiple’ shootings Under Seige 13 Shot Dead, American Civic Association, 131 Front Street, Binghamton NY. The local newspaper, the Press & Sun-Bulletin, said on its Web site that at least 17 people were shot and 41 people had been taken hostage.

The newspaper reported that Binghamton Mayor Matthew Ryan, who was at the scene, said there was a hostage situation and said the shooter, Jiverly Voong of nearby Johnson City , had two handguns.

The suspect was described as an Viet Nam man, Jiverly Voong who had been fired at IBM, was wearing a bright green nylon jacket and dark-rimmed glasses he carried two handguns, an act of terrorism on unarmed Binghamton residents.

Kevin Greene, who once worked with 41-year-old mass murderer Jiverly Voong, said a question about a New York Yankees T-shirt he was wearing brought out his dark side.

Greene said, “I asked him if he liked the Yanks,” and “he said, ‘No, I don’t like that team. I don’t like America. America sucks.’”

Greene, who lives outside of Binghamton, said he worked with Voong - whom co-workers knew as Jiverly Wong - for a few months at the Shop Vac assembly plant in Binghamton before it closed in November.

He told FBI investigators he and a buddy used to joke about how they thought Voong “would come in mad one day and shoot people. He seemed like that kind of guy.” The New York Times has now identified the alleged shooter as Jiverly Wong, who used the alias Jiverly Voong, according to law-enforcement officials. A law-enforcement official said that Mr. Wong had a New York State pistol license that listed two pistols, a 45-caliber Beretta and a 9-mm Beretta. The authorities matched the serial numbers of two guns found with the gunman’s body to the serial numbers on his license. The authorities were trying to trace the guns to determine where Mr. Wong obtained them and their history.

Donald Ackley, another former Shop Vac employee, said Voong “kept to himself but made some of off-the-wall comments like he wanted to kill the President.” It was unclear if Voong was threatening the life of former President Bush or President Obama.

Greene said Voong’s conversations often focused on weapons. “He went to target practice on Saturday. He said he had two guns, one in his glove compartment. He was always talking about his guns.

Anthrax White Powder Scare Spreads To 11 Other Locations in Florida


Published: April 2, 2009, 3:15 PM SEBRING - This morning's anthrax scare, which started at Florida Hospital Heartland Division, has spread to Updated to 75 other locations.

Sun 'n Lake Town Hall was put under lockdown, shortly before 1 p.m., and hours after the Sebring hospital was also locked down for most of the day, (Sebring is basically dead center in the State of Florida).

Gloria Rybinski, public information coordinator with Highlands County, said eight envelopes containing a white powder were found in the Sun 'n Lake area and three outside of Sun 'n Lake. She did not specify where.

Nearly 12 hours after a suspicious powder was found in envelopes on cars parked at Florida Hospital Heartland Division, the facility remains on lockdown.

We are treating it as if it is an anthrax case until it is proven otherwise," said Highlands County Sheriff Susan Benton. Envelopes containing unknown white powder were found on the windshields of 20 to 30 employee vehicles.

Notes in the envelopes contained an "inference" of anthrax, according to the sheriff's office. The Department of Homeland Security is monitoring the situation, department spokeswoman Amy Kudwa said.

Spains Guardia Civil investigators are operating under the assumption that the group may have been rehearsing an attack. The court accused Mohammad Shoaib, 25, and Mehmood Khalid, 27, both Pakistanis, and Imram Cheema, whose age and nationality were not given, of being the potential suicide bombers. It said they came in recent months from Germany, Sweden and Portugal, dispatched by Baitullah Mehsud.

ATF Arrests $3 Million Dollar Chinese Cigarette Smugglers In Queens NY, Guang Ming Wang and his son, Feishan Wang.

April 2nd 2009, NY – Ronald B. Turk, Special Agent in Charge (SAC) of the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) New York office today announced the arrests of two (2) individuals who purchased untaxed cigarettes from ATF while also selling ATF counterfeit New York State/City Tax Stamps.

Guang Ming Wang, age 58 and his son, Feishan Wang, age 30, both residents of Queens, were arrested by ATF Agents without incident today in Flushing. Guang Ming Wang arrived at a prearranged meet location with $312,000 in cash and over 200,000 counterfeit tax stamps.

As the cash and stamps were exchanged for a shipment of 12,000 cigarettes, he was immediately taken into custody. Feishan Wang was arrested at the same time in front of 144-05 29th Road in Queens. Both Wang’s have been involved in this particular illicit operation since June 2008, which included 12 undercover deals involving the purchase of untaxed cigarettes and counterfeit tax stamps.

During the nine month investigation, Guang Ming Wang purchased a total of 31,980 cartons of untaxed cigarettes for $846,000 and also sold ATF 103,950 counterfeit NY State/City tax stamps for $4,000. After the undercover sales of cigarettes, both Wang’s were observed by agents unloading the contraband at two locations, 144-05 29th Road and 135-06 62nd Ave. in Queens. Federal search warrants were executed at both locations after the arrests.
The cartons sold to Wang contained a total of 319,800 individual cigarette packs, which at a price of $10 per pack had a retail street value of more than $3.1 million dollars in New York City. The counterfeit New York tax stamps are worth $4.25 each, bringing their street value to over $440,000. It is estimated that the defendants conspired to deprive New York State and City of at least $1.8 million dollars in tax revenue through their actions.

Mr. Turk said, “In these hard economic times, selling untaxed or counterfeit taxed cigarettes are putting our law abiding merchants at a huge disadvantage. The legal tax revenue collected on tobacco products goes towards improving our school, our highways and our quality of living. The selling of untaxed cigarettes must be closely watched and snuffed out as soon as possible.”

The defendants are initially being charged with conspiracy to violate the Contraband Cigarette Trafficking Act and could face up to 5 years in prison on these charges. Additional charges are expected to be filed by the office of Benton Campbell, United States Attorney for the Eastern District of New York whose office will be prosecuting the case.

Abu Mansour has been shown before among the Somali jihadis, but this is the first time that his face has been left uncovered. Approximately half of the video is taken up by Abu Mansour; the majority of the time he speaks in English, but he gives a short talk in passable Arabic as well. The light-skinned and bearded Abu Mansour speaks in a soft US accent, possibly from the northern United States, and wears a camouflage hat and combat fatigues. He looks to be in his late 20s or 30s. Another fighter, darker skinned and with his face masked by a cloth, says in English: "So, inshallah (Allah willing), we are calling all the brothers overseas, all the shabaab (youth), wherever they are, to come and live the life of a mujahed (holy warrior)."


The video was released after the Federal Bureau of Investigation warned this month that "radicalized clusters" of Somali-American youths as young as 12 were being recruited by Islamic terror groups. "This is a priority for the FBI," Philip Mudd, an official with the bureau's national security branch, told a Senate committee hearing. "We are looking at individuals who are sending kids in the wrong direction

The soundtrack to the video includes jihad anthems and raps in American-accented English, presumably performed by Abu Mansour. At the end of the video, another English-speaking jihadist, who is not identified, calls on foreign youth to join the jihad in Somalia.

Profile:
Abu Mansoor al-Amriki A militant in a video message released this month has an interesting background. The message supports Shabab, one of two radical Islamic groups fighting for power in war-torn Somalia. According to a US intelligence source, the militant in the video, Abu Mansoor al-Amriki, is an ex-US soldier who fought in Bosnia in the early 1990s. No US soldiers officially fought in the Bosnia war, but about a dozen Muslim ex-US Special Forces soldiers fought in Bosnia and trained al-Qaeda and other mujaheddin forces there around 1993 (see December 1992-June 1993).

At the time, the US military and Saudi government apparently had an interest in sending Muslim ex-Special Forces there (see
December 1992-June 1993 and December 1992). Mansoor is said to be a high-ranking member of al-Qaeda’s East Africa leadership, and is a lead trainer for Somali insurgent forces. Although he only appears on video wearing a face mask, it is clear that he is Caucasian. [Middle East Times, 2/28/2008]

NYPD To Cover Midtown Manhattan With Camera License Plate Readers And Radiation Scanners, A 'Ring of Steel' in NYC To Combat Terror.

The NYPD wants to cloak midtown with the same security blanket it rolled out for lower Manhattan: camera license plate scanners, and radiation and bio scanners. Those measures covering Manhattan south of Canal St. will slowly be applied to midtown, from 34th to 59th Sts., river to river, Police Commissioner Raymond Kelly told the City Council Public Safety Committee.


"We want to take that model, protecting the 1.7 square miles south of Canal and replicate it in midtown Manhattan," Kelly said after the hearing Tuesday. The NYPD wants $21 million in federal homeland security dollars to put toward the midtown project, estimated to cost $58 million.

Aside from iconic buildings that could be terror targets, many financial companies relocated into midtown after the 2001 World Trade Center attack, police said. Kelly did not outline how many cameras, license plate readers or radiation scanners would be deployed in midtown.

The NYPD is also looking to install permanent license plate scanners at each of the 20 crossings into Manhattan as part of an elaborate new safety scheme.

Alpharetta and Sandy Springs police departments have a new gizmo that mounts on patrol cars and is capable of reading up to 18 to 20 license plates a second, and detecting which ones the police need to stop.

The license plate reader can scan license plates in the hurly-burly of Ga. 400 — going in both directions. It can accurately read license plates of cars going 120 mph in rain, dark, or sunshine. “It’s a great thing,” said Alpharetta Public Safety Director Gary George. “Think of Amber Alerts, stolen cars, outstanding warrants.”
