families point to 1999 video footage of a Saudi government agent
"casing" the U.S. Capitol as proof of Saudi involvement. "60 Minutes"
reported on the video for the first time in June. "As you campaign to
become the next President of the United States, we ask you to pledge
that you will not endorse any Middle East peace deal involving Saudi
Arabia unless it fully addresses the role of the Saudi Arabian
government in the 9/11 attacks," the letter reads. "Justice and closure
for the victims and their families must be a priority in our foreign
policy."

A 2002 memo from an FBI field agent with the Southwest Florida Domestic Security Task Force noted “many connections” between the al-Hijji’s and three of the 9/11 pilot hijackers — Mohamed Atta, Ziad Jarrah and Marwan Alshehhi, according to the Herald-Tribune. The three learned to fly planes at Huffman Aviation in the nearby city of Venice and Jones Aviation in Sarasota Fl. Records list them as frequent visitors to the al-Hijji household in Prestancia. A man who knew the family said a group called the Islamic Assn. of Palestinian Students was also formed on campus then; one of its leaders went on to become head of the political bureau of the militant Islamic group 'Hamas'. This was the initial politicization of Khalid S. Mohammed, the friend said. The Kuwaiti government acknowledges that Mohammed was born in Kuwait, but that is about as far as the authorities will go in admitting any relationship with him. Mohammed in late 1992 wired several hundred dollars to Ramzi Yousef, so he knew at least where Yousef was; investigators believe that he also knew what Ramzi Yousef was doing, KSM was in on the WTC bombing. Officials said Mohammed is believed to have been actively involved in the bombing of two U.S. embassies in Africa that killed 224 people in 1998, the bombing of the Cole in the Yemeni port of Aden in 2000, which killed 17 sailors and nearly sank the $1-billion U.S. warship, and many other attacks. Mohammed was accompanied at the Al Jazeera interview by Ramzi Binalshibh, another Hamburg man who had wanted to become one of the suicide pilots but who tried and failed four times to obtain a U.S. visa. COVERT Imams of the Saudi Ministry of Islamic Affairs (MOIA); Filing in a lawsuit brought by the families of 9/11 victims against the government of Saudi Arabia alleges that al-Qaeda had significant, indeed decisive, state support for its attacks. Officials of the Saudi government, the plaintiffs’ attorneys contend, formed and operated a network inside the United States that provided crucial assistance to the first cohort of 9/11 hijackers to enter the country. The 71-page document, released in redacted form earlier this month, summarizes what the plaintiffs say they’ve learned through the evidence obtained in discovery and recently declassified materials. They allege that Saudi officials—most notably Fahad al-Thumairy, an imam at a Los Angeles mosque and an accredited diplomat at Saudi Arabia’s consulate in that city, and Omar al-Bayoumi, who masqueraded as a graduate student but was identified by the FBI as an intelligence operative—were not rogue operators but rather the front end of a conspiracy that included the Saudi embassy in Washington and Los Angeles and senior government officials in Riyadh.
The record developed through jurisdictional discovery, and long-secret investigative materials declassified pursuant to Executive Order 14040 (E.O.), now provides overwhelming evidence that Bayoumi, Thumairy, Ismail Mana, and additional Saudi government officials and agents were acting within the core of their functions for the Kingdom of Saudi Arabia in coordinating an essential support network for pro-jihadist extremists, including the first-arriving 9/11 hijackers, Nawaf Al Hazmi and Khalid Al Mihdhar. Bayoumi, Thumairy, and Mana were officials and agents serving as part of a covert and illegal Saudi government platform established to promote and support the Imams of the Saudi Ministry of Islamic Affairs (MOIA) and it's extremist agenda in the United States. Saudi Arabia imbued the officials and agents it tasked to work in the enterprise with diplomatic protections and/or cover (FREEDOM OF RELIGION) to shield their illegal activities from scrutiny of U.S. authorities.
This evidence includes highly incriminating videos of the welcome party Bayoumi hosted for the hijackers (never exploited by the FBI); Bayoumi’s own hand-written line of sight calculation for navigating a plane to a target on the ground; phone records, testimony and other evidence confirming the Saudi agents’ coordination of support for the hijackers; documents and videos showing that Thumairy and Bayoumi hosted other Al Qaeda-linked extremists in advance of Hazmi and Mihdhar’s arrival, in circumstances mirroring their hosting of the hijackers; a chilling video seized just produced by British authorities showing Bayoumi “casing” the U.S. Capitol for an attack with MOIA Embassy Saudi Ministry of Islamic Affairs (MOIA)Propagators Adel al Sadhan and Mutaeb al Sudairy; and U.S. government findings that the Saudi network that aided the hijackers had extensive connections to terrorism.
The evidence also shows that Bayoumi and Thumairy acted at all times in accordance with the directives of more senior Saudi officials, which separately establishes that they were acting within the scope of their agencies and employment. The additional evidence now available also cures the identified deficiencies that led the Court to decline jurisdiction based on Plaintiffs’ claims arising from the Kingdom’s funding and sponsorship of Al Qaeda via purported charities. Bayoumi was a covert member of Saudi Arabia’s Wahhabi (Imams) Ministry of Islamic Affairs (MOIA) network in the United States with MOIA Embassy Propagators Adel al Sadhan and Mutaeb al Sudairy. Based on new intelligence not available to the 9/11 Commission or at the time of the FBI-CIA Joint Assessment, the FBI definitively determined in 2017 that Bayoumi was a “cooptee” of Saudi intelligence who received a monthly stipend from the Saudi government:
In the late 1990’s and up to September 11, 2001, Omar al-bayoumi was paid a monthly stipend as a cooptee of the Saudi General Intelligence Presidency (GIP) via then Ambassador Prince Bandar bin Sultan al Saud. The information al-Bayoumi obtained on persons of interest in the Saudi community in Los Angeles and San Diego and other issues, which met certain GIP intelligence requirements, would be forwarded to [Ambassador Prince] Bandar who had Diplomatic Immunity in the USA. Bandar would then inform the GIP in Saudi Arabia of items of interest to the GIP for further investigation/vetting or follow up.
Throughout the time he was in the United States and operating with the false cover and funding streams provided by Saudi Arabia, Omar al-Bayoumi played a central role in coordinating and supporting the Saudi Ministry of Islamic Affairs (MOIA) extremist program (Imams) in Southern California, including by hosting extremists with ties to Al Qaeda. In that context, Bayoumi worked in close coordination with Thumairy and other Saudi officials in the Kingdom’s Embassy and Consulate, as well as REDACTED. Documentary and phone record evidence showing Bayoumi’s specific and extensive contacts with Saudi Embassy-based religious officials, including Saudi Ministry of Islamic Affairs (MOIA) Embassy Director Sowailem, MOIA Embassy Propagators Adel al Sadhan and Mutaeb al Sudairy, Ministry of Foreign Affairs Department of Islamic Affairs Embassy Officials Ghesheyan, Saleh, Jarrah, and Sultan, and Embassy official Nosha. Documentary evidence, also provided by the MPS and never produced by Saudi Arabia, showing that Omar al-Bayoumi worked with another undisclosed member of the MOIA enterprise, Soliman Al-Ali, to prepare a report to Saudi Ambassador Bandar concerning a suspicious diversion of funds from one of the “NGOs” sponsored and funded by the Saudi government to spread Wahhabism (Imams) in the United States.
Video, phone record and other evidence reflecting Omar al-Bayoumi’s close ties to Al Qaeda recruiter and leader Imam Anwar Al Aulaqi who counseled 9/11 hijackers and Bayoumi’s attempts to falsely dissemble about that relationship. Omar al-Bayoumi’s use of calling cards acquired through a sub-agent, despite the fact that he already had a cell and multiple landline phones, indicating tradecraft to avoid leaving a digital footprint of incriminating calls to terrorists. Thumairy and Omar al-Bayoumi regularly hosted extremists on missions to the United States as a feature of their core work for the Saudi Ministry of Islamic Affairs (MOIA). They did so in coordination with senior Saudi government Islamic Affairs officials, and in circumstances that mirror their mobilization of support for and hosting of 9/11 hijackers Hazmi and Mihdhar.
AL-QAEDA AGENT ZIYAD KHALEEL & IMAM MUNEER ARAFAT. Thumairy and Omar al-Bayoumi Receive, Host and Handle Logistics for MOIA Extremists Adel Al Sadhan and Mutaeb Al Sudairy. Under diplomatic cover Mutaeb Al Sudairy and Adel Al Sadhan were both Saudi Ministry of Islamic Affairs (MOIA) propagators and Saudi Embassy officials. The FBI determined that MOIA Embassy Propagators Adel al Sadhan and Mutaeb al Sudairy had a “nexus to al-Qaeda.” While working for the MOIA under false diplomatic cover, Adel al Sudairy moved to Missouri in mid-2000, where he lived for four months with an Al Qaeda procurement agent, Ziyad Khaleel, who had also been the roommate of Imam Muneer Arafat the future Imam at the Sarasota Fl mosque in March of 2000, just prior to arrival of the 9/11 hijack pilots. Ziyad Khaleel was a key Al Qaeda operative in the United States: while living in Missouri, Ziyad Khaleel acquired and delivered a satellite phone and battery pack for Osama bin Laden, which bin Laden used to orchestrate the 1998 Embassy bombings. Ziyad Khaleel also “managed wire transfers from IARA [the Islamic American Relief Agency] to a [sic] bank accounts controlled by UBL [Osama Bin Laden].” In 2004, the United States designated the IARA, based on its support for Al Qaeda, Osama Bin Laden, Hamas, and Al Ittihad Al Islamia (“AIAI”), the terror group led by Omar Abdi Mohamed in the U.S.. Ziyad Khaleel and Muneer Arafat were fundraisers for Islamic
African Relief Agency and the Holy Land Foundation both designated
terrorist supporters of Hamas and Al-Qaeda.
A recent video, seized from Omar al-Bayoumi’s residence after 9/11 and produced by the MPS Scotland Yard, reveals that Bayoumi also looked after Sadhan and Sudairy in Washington, D.C., in June of 1999. Shot by Bayoumi himself, the video shows Bayoumi driving with Saudi Ministry of Islamic Affairs (MOIA) Embassy Propagators Adel al Sadhan and Mutaeb al Sudairy in a car and taking them to sites in the D.C. area. Bayoumi jokes with Sahdan and Sudairy and addresses them in familiar terms, making clear that the three know one another well. Adel al Sadhan tries to conceal his face with a map. In later sections of the same videotape, and as discussed below, Omar al-Bayoumi conducts a classic target “casing” of the U.S. Capitol for an attack with MOIA Embassy Propagators Adel al Sadhan and Mutaeb al Sudairy. Consistent with the extremist and pro-jihadist nature of the MOIA enterprise, many of them had material ties to Al Qaeda and terrorism and used the resources the Saudi government provided to support terrorist activity. Abdi Mohamed was, in turn, a covert MOIA propagator working in California, under the direct supervision of Thumairy and more senior Islamic Affairs officials in the Saudi Embassy and Consulate. While serving as a covert agent for the MOIA in the United States, Abdi Mohamed was a terrorist who used the resources and infrastructure Saudi Ministry of Islamic Affairs (MOIA) provided to support Osama bin Laden. While working for Saudi Arabia under the supervision of Thumairy and other Saudi officials, Mohamed was the U.S. leader of AIAI, a terrorist organization designated by the U.S. and UN based on its close alliance with and ties to Al Qaeda.
A raid by MPS Scotland Yard of Bayoumi’s London apartment immediately after the attacks revealed, Bayoumi had prepared and was in possession of a drawing of a plane, alongside a calculation used to discern the distance at which a target on the ground will be visible from a certain altitude. The raid also uncovers a videotape, shot and narrated by Omar al-Bayoumi with Saudi Ministry of Islamic Affairs (MOIA)Embassy Propagators Adel al Sadhan and Mutaeb al Sudairy and prepared for an audience he addresses as the “dear brothers,” in which he surveys the U.S. Capitol Building at length, repeatedly noting its orientation to other landmarks (and especially the Washington Monument, the highest landmark in the Washington), and carefully films and notes the Capitol’s structural features, entrances, and security posts. As the 9/11 Commission noted, the Capitol was a primary target of the 9/11 attacks, and Flight 93 was headed there until heroic passengers on board crashed it into the ground in Shanksville, PA.
The declassified 2004 FBI/CIA Joint Assessment and the FBI’s July 2021 Electronic Communication confirm that the Saudi Ministry of Islamic Affairs (MOIA) network was ideologically aligned with violent jihadism, that its operatives, MOIA Embassy Propagators Adel al Sadhan and Mutaeb al Sudairy, were tied to terrorist organizations including Al Qaeda and were engaged in intelligence activity, and that the Saudi government abused diplomatic privileges and our U.S. Constitution First Amendment 'Freedom of Religion' to gain these operatives (spys) of the Saudi Ministry of Islamic Affairs’ Imams entry into the United States.

Mohamed Atta did patronize local Sarasota bars and businesses. He told
the manager of the Outlook bar, across the street from American Legion
Post 159 in Venice, that he was from Germany and came to Venice to learn
to fly because it was “more cheaper”. A dancer at the Cheetah Lounge in
Sarasota also reported seeing one of the 9/11 terrorists at the strip
club. Several other Cheetah employees, shown pictures Friday of the 9/11
terrorists who trained in Venice, said they looked somewhat familiar
but that the dancer who had recognized one of them wasn’t at work. A
club manager escorted a Herald-Tribune reporter out of the club shortly

He had previously visited Jacksonville (January 22-26, 2001), as had Mohamed Atta and Marwan Alshehhi (October 2000)). A club worker there will later say that the FBI comes to the club after 9/11 to ask questions and show pictures “of the 9/11 terrorists,” and a dancer recognizes Jarrah from a photo line-up. March 15th 2001:Pompano Beach Fl, Horndog Ziad Jarrah stays at a hotel previously used by Mohamed Atta and Marwan Al Shehhi for two weeks using the name variant Ziad Samir, most likely frequents the Cheetah nightclub in Pompano Beach. Horndog Ziad Jarrah appears to have a thing for strippers. Interviewed two days after 9/11, Rudi Dekkers, at whose flight school Mohamed Atta and Marwan Alshehhi initially trained, will comment, “After the training they had here they went to another flight school in Pompano Beach and they had jet training there, simulator or big planes, but there is where they conducted the training to do what they had to do.” Dekkers will say that he has heard this “from several directions.” However, the Pompano Beach school is not named.
ATTA RENTAL CAR ROADS TRIP JUST PRIOR TO 9/11: On July 22, 2001, Atta rented a Mitsubishi Galant from Alamo Rent a Car, putting 3,836 miles on the vehicle before returning it on July 26. On August 6, Atta and Shehhi rented a white, four-door 1995 Ford Escort from Warrick's Rent-A-Car, which was returned on August 13th, 2001. From August 29th to September 9th, 2001 (two days before 9/11 attack) Mohamed Atta and Marwan Shehhi rented a Pontiac car from Warrick's Rent A Car in Pompano Beach Fl and put 1,035 miles on it, why? Atta would have been able to travel about 517 miles from Pompano Beach Fl with a return trip of 517 miles by September 9th, 2001. in Germany, he is an Imam and an Islamic Jihad leader wanted for murder
in Egypt. No details about the call are known except that it lasts 13
minutes. Jarrah also called Ali in November 1999. Jarrah’s
two phone calls to Ali will be mentioned in a classified 2002 FBI
report about the 9/11 hijackers. Imam Ali was convicted of murder in
Egypt in 1996, but he fled to Muenster, Germany, and received political
asylum there in October 1999, Ayub Usama Saddiq Ali is a close associate of al-Qaeda second in command Ayman al-Zawahiri. al-Qaeda boss Ayman al-Zawahiri terminated on August 1st, 2022. 'There Ain't No Coincidences in Terrorism'.
August 21, 2001: Walid Arkeh, a Jordanian serving time in a Florida prison, is interviewed by Orlando FBI agents after warning the government of an impending al-Qaeda attack. The FBI office in Tampa oversees the Orlando agents who had questioned Arkeh's credibility. Federal authorities close to the Sept. 11 investigation confirm that Walid Arkeh of Altamonte Springs, had knowledge during the summer of 2001 that Osama bin Laden was planning a spectacular attack on America that involved the World Trade Center in New York and government buildings in Washington, D.C. But after the Sept. 11 attacks -- and after Arkeh told his story to the Orlando Sentinel -- he was moved from the Seminole County jail to Florida's prison system and then into federal custody. He wound up May 2002 in New York City's Manhattan Correctional Institution, just blocks away from Ground Zero, where federal prosecutors are investigating the Sept. 11 attacks.
Walid Arkeh had been in London's Brixton Prison from September 2000 to July 2001, and while there had befriended three inmates, Khalid al-Fawwaz (who links to Ziyad Khaleel aka Ziyad Sadaqa former roommate of Sarasota Imam Muneer Arafat), Adel Abdel Bary, and Ibrahim Eidarous. Ziyad Khaleel purchased in 1996 a $7,500 INMARSAT satellite telephone at the instruction of senior al-Qaeda lieutenant Khaled al-Fawwaz and had it sent to Osama bin Laden in East Africa for use in the 1998 US Embassy bombings. Ziyad Khaleel moved to Orlando in late 1999 and his roommate Imam Muneer Arafat moved to Sarasota in spring of 2000. Walid Arkeh tells the Tampa FBI that he had learned from these three men, Khalid
al-Fawwaz (who links to Ziyad Khaleel roommate of Sarasota Imam Muneer Arafat), Adel Abdel Bary, and Ibrahim Eidarous. that “something
big [is] going to happen in New York City,” and that they call the 1993
attack on the WTC “unfinished business.” Tampa FBI agents determine
that he had associated with these al-Qaeda agents, but nonetheless they
do not believe him. According to Arkeh, one agent responds to his
“something big” warning by saying: “Is that all you have? That’s old
news.” The agents fail to learn more from him. The Tampa FBI agents will have a second interview with him hours after
the 9/11 attacks, but even long after 9/11 they will claim that he
cannot be believed. On 6 February 2015, Adel Abdel Bary (former London cellmate of Walid Arkeh) was sentenced to 25 years in prison as a result of a plea bargain for his part in the 1998 US Embassy bombings in East Africa. On January 6, 2002, the Tampa FBI will issue a statement: “The information [was] vetted to FBI New York, the Acting Special Agent in Charge of the Tampa Division and the United States Attorney for the Middle District of Florida. All agreed the information provided by this individual was vague and unsubstantiated… Mr. Arkeh did not provide information that had any bearing on the FBI preventing September 11.” However, a different group of FBI agents will interview him in May 2002 and find his information credible. March 12th, 2003, Immigration Judge Keith Williams said Tuesday in a Manatee County courtroom that even though Arkeh a Palestinian Muslim tried to warn FBI agents about terrorist attacks before Sept. 11, he will be deported to his native Jordan. The Sarasota counterterrorism officer will also say that “link analysis… tracked phone calls—based on dates, times, and length of phone conversations to and from the Escondito house—dating back more than a year before 9/11. And the phone traffic also connected with the 9/11 terrorists—though less directly than the gate logs did.” “The counterterrorism agent said Ghazzawi and al-Hijji had been on a watch list at the FBI and that a US agency involved in tracking terrorist funds was interested in both men even before 9/11.” 'There Ain't No Coincidences in Terrorism'. The American people won’t get the “fullest possible account” of 9/11 until the Justice Department and the FBI let us see for ourselves what happened in Sarasota. A 2002 FBI document that said agents found “many connections” between the Sarasota al-Hijji family and 3 of the 9/11 hijack pilots who took flying lessons at Huffman Aviation and Jones Aviation in Sarasota Fl and Florida Flight Training Center Venice airport Sarasota County Fl. The only Sarasota FBI terrorism investigation I am aware of that took place from Feb 2002 through all of 2003 is the one run by FBI agent Thomas Baugher and involved Abdulaziz and Anoud al-Hijji who just happened to have attended the same Mosque where the Imam was terrorism linked Muneer Arafat from March 2000 to Feb 2005. It became known that Muneer Arafat later worked for the FBI as an undercover CI wearing a wire in late 2002 through 2003. Muneer Arafat would have had direct contact with Sarasota FBI agent Thomas Baugher and the Sarasota Police Dept. and Sarasota County Sheriff Office Detectives during the 2002 – 2003 Sarasota investigation. According to a FDLE report of December 8, 2003 given by Sarasota FBI agent Thomas Baugher, “The source also spoke to Muneer ARAFAT as the Imam of the local mosque and that ARAFAT was a member of the Islamic Brotherhood (in Kuwait same time as KSM), who follows a radical belief and teachings of ALBAZ, and wishes harm to the United States”. Al-Qaeda terrorist leader Adnan El-Shukrijumah knew some of the 9/11 terrorists who were in training at Venice Airport, according to a former friend who provided the information to an FBI agent and a Sarasota County Sheriff’s Office detective in 2004. The informant, Sarasota cellphone store owner Wissam Hammoud, made the claim while awaiting trial in the Hillsborough County Jail on federal charges. He is now serving a 21-year sentence in federal prison after pleading guilty in August 2005 to charges of plotting to kill a federal agent and a confidential informant. Through the U.S. Attorney’s Office, Hammoud arranged to be interviewed by Sarasota sheriff’s Detective Michael Otis and FBI agent Leo Martinez, who worked in the agency’s Fort Myers field office, according to a 2004 investigative report file by the Florida Department of Law Enforcement.
