U.S. Customs launched 'Operation Green Quest'  an investigation into terrorist funding in October 2001, FBI shut it down and took over in May 2003. U.S. Customs Operation Green Quest was busting down doors, kicking ass and taking names, FBI called the Customs agents "Cowboys" but took all their files in 2003, especially the secret Sarasota investigation into the 9/11 support network of spies and Imams. These are the investigation files of the 9/11 support network in Sarasota Fl that the FBI refuses to release, (28 pages etc) as seen in the 9/11 Families lawsuit on Saudi Arabia. I know this for a fact as I was there!  
As much as what has been revealed by the FBI about the 9/11 hijackers support network in San Diego CA prior to 9/11, there is twice as much to be revealed about the support network of spies and radical Imams planted by the Saudi Ministry of Islamic Affairs for the three 9/11 hijack pilots stationed in Sarasota Fl from July 2000 to January 2001, Mohamed Atta, Marwan Al-Shehhi and Ziad Jarrah! U.S. Customs merged, U.S. Immigration and Customs Enforcement (ICE) was newly formed in 2003 by merging the investigative and interior enforcement elements of the former U.S. Customs Service with those of the Immigration and Naturalization Service (INS).

The U.S. government assembled a team of financial sleuths to cut off terrorists from their lifeblood - money in October 2002. Under Operation Green Quest, law enforcement people with financial expertise will investigate how terrorists move their money and where, the Bush administration announced. The government would use the findings to freeze financial assets, seize money, impose fines and launch legal proceedings, including criminal prosecutions. Using undercover operations, electronic surveillance and other techniques, the special investigative team will closely examine underground financial systems, illicit charities and corrupt financial institutions. It also will target other funding mechanisms for terrorists, including counterfeiting, credit card fraud, cash/car smuggling and drug trafficking.

"The lifeblood of terrorism is money, and if we cut the money we cut the blood supply," said assistant attorney general Michael Chertoff, the head of the Justice Department's criminal division. The al-Qaeda network has built a fund-raising operation using Islamic charities and relief organizations that attract money from wealthy donors. Al-Qaeda moved its money through front companies and in suitcases stuffed with cash, and by using the ancient, informal banking network known as "hawala" that is popular in the Middle East and south Asia. Roughly 30 people from various federal law enforcement agencies will be reassigned to the project, to be run out of a Customs Service command center. A senior Customs official will serve as director, a senior IRS official will be the deputy, and a senior FBI official will be on staff, as will two Justice Department prosecutors. The team will serve as the investigative arm for the Treasury's office that freezes financial assets and for a newly created center that has brought together intelligence, law enforcement and financial regulators to chase terrorist money.

Led by the U.S. Customs Service, Operation Green Quest served as the operational and investigative arm for the Office of Foreign Assets Control, the new Foreign Terrorist Asset Tracking center, the Financial Crimes Enforcement Network, and other entities tracking terrorist assets. Using leads from these entities and leads developed independently, the initiative will launch full-scale investigations resulting in seizures, blocking orders, civil and criminal forfeitures, criminal prosecutions, and other actions. Outside Washington, D.C., Operation Green Quest will have field task forces (Tampa and Bradenton Fl) pursuing terrorist finances. Operation Green Quest's most high-profile operation was a raid carried out on March 20-21, 2002, against 19 Muslim charities and foundations in Herndon, VA.

In June 2002, the Washington Post will headline an article, “Infighting Slows Hunt for Hidden al-Qaeda Assets.” [Washington Post, 6/18/2002]. FBI Wants Control of Green Quest – With the creation of the new Department of Homeland Security (see November 25, 2002), the FBI and its parent agency the Justice Department are given a chance to gain total control over Operation Green Quest. The Treasury Department agencies participating in Operation Green Quest are the Customs Service, the Internal Revenue Service, the Financial Crimes Enforcement Network, the Office of Foreign Assets Control, and the Secret Service. The Federal Bureau of Investigation and federal prosecutors from the Justice Department's Criminal Division are representing the Justice Department in Operation Green Quest. "Operation Green Quest (ICE) was shut down nationwide due to the conflicts with the FBI in the Sarasota 9/11 investigation which led directly to terrorism". 

In May 2003, the Department of Justice and the Department of Homeland Security signed an agreement transitioning the U.S. Customs Service's Operation Green Quest to the FBI. In Cold Blood; Mass Murderers Perry Smith and Richard Hickock Convicted in Holcomb KS Bloodbath Still Linked to 1959 Osprey Sarasota Fl Slaying.

Perry Smith and Richard Hickock linked to mass murder in cold blood, the Clutter family in Holcomb KS on November 14th and the Walker family in Osprey Fl on December 19th 1959. All 8 victims were murdered in the same manner. Mad dog killers Perry Smith and Richard Hickock first met in the Kansas State Penitentiary in Lansing, Kansas. Smith was eventually paroled, and the pair later resumed their acquaintance upon Hickock's release in November 1959. Hickock allegedly wrote to Smith, imploring him to violate his parole by returning to Kansas to assist Hickock with a robbery he had been planning. Perry Smith met with Richard Dick Hickock, and almost immediately the two set to work carrying out Hickock's plan. 

Perry Smith and Richard "Dick" Hickock, the killers featured in Truman Capote's In Cold Blood, have been the primary suspects in the 1959 Walker family murders in Osprey, Sarasota Florida. While the Sarasota County Sheriff's Office has aggressively pursued this lead for decades, no conclusive link has ever been established. The Murder Scene: On December 19, 1959, Cliff and Christine Walker and their two children were found murdered in their home just one month after Smith and Hickock killed the Clutter family in Kansas. Presence in Florida: Investigators confirmed Smith and Hickock were in the Sarasota area at the time of the murders. They were spotted at service stations in Nocatee, just east of Sarasota. The Stolen Car: Smith and Hickock were driving a stolen 1956 Chevrolet Bel Air; the Walkers had been actively shopping for that exact make and model around the time they were killed, leading detectives to believe the killers may have used the car as a pretense to enter the home. The Walker family murder case remains an unsolved open investigation. While the Sarasota County Sheriff's Office still considers Smith and Hickock the most viable suspects based on the "totality of the evidence.

Driving west to Holcomb KS, they entered the Clutter home through an unlocked door late in the evening of November 14, 1959, whereupon they murdered the four family members present: Herbert Clutter and his wife Bonnie, and their younger children, Nancy and Kenyon, they were all shot in the head. Clutter Family mass murder, Hickock later testified that he had gotten the idea to rob the Clutters after being told by former cellmate Floyd Wells, who had worked as a farmhand for the Clutters, that there was a safe in the family's house containing $10,000. When they invaded the house, however, they discovered that there was no such safe. Following the Kansas massacre, Perry Smith and Dick Hickock had stolen a Chevrolet Bel Air and drove it to Florida. On the morning of the Walker murders, the duo checked out of a Miami Beach motel. On Dec. 19 — the day of the killings — they shopped at Grant's Department Store on Tamiami Trail in Sarasota only several miles from the crime scene. They were in the area of the Walker Family mass murder, who were all shot in the head just like the Clutter family. After a multi-state flight, Hickock and Smith were captured in Las Vegas, Nevada, on December 31, 1959. Their eventual execution by hanging was on April 14, 1965. 

"In Cold Blood" book author Truman Capote spent six years researching the book, during which he developed an intense and controversial bond with the convicts, particularly Perry Smith. Author Truman Capote apparently became involved with killer Perry Smith. Capote's involvement went far beyond traditional journalistic reporting. He provided Smith with gifts, helped finance his legal appeals, and supported him emotionally while waiting out the lengthy appeals process. While some historians believe Capote merely manipulated Smith to secure the dramatic details needed for his book. Many accounts suggest the two men, Truman Capote and Perry Smith, fell in love during the six process for the book, "In Cold Blood".

Mass murder psycho killer Perry E. Smith was crack shot with a rifle. Perry Edward Smith (October 27, 1928 - April 14, 1965). At age 16, Perry Smith joined the United States Merchant Marine in 1942. Perry E. Smith joined the army in 1949 in Alaska, he served in the Korean War. “Headquarters, United States Army, Alaska. Pvt. Perry E. Smith, 23, first Army Korean combat veteran to return to the Anchorage, Alaska, area, is greeted by Captain Mason, Public Information Officer, upon arrival at Elmendorf Air Force Base. Smith served 15 months with the 24th Division as a combat engineer. His trip from Seattle to Anchorage was a gift from Pacific Northern Airlines. Perry Smith had lived for a time with his father in Trapper's Den a small town about 160 miles from Anchorage, Alaska. 

Pvt. Perry E. Smith was a hunter and trapper with his father John Tex Smith in Trapper's Den Palmer Alaska, where Perry learned to shoot. Pvt Perry E. Smith also spent 15 months in the Army during the Korean War, Perry was a marksman with a rifle (see news article above). His last fifteen months of service were spent at the Bay of Inchon during the Korean War, where he helped bridge the many rivers needed to ensure troop mobility leading up to the Battle of Inchon, where Smith was awarded the prestigious Bronze Star, the Army’s fourth highest military decoration for valor an honor given only for heroic or meritorious achievement and services in a combat zone. It appears that Perry Smith shot at least 6 of the 8 victims in the two families, shooting all of them in the head with one shot, using a shotgun in Kansas and then a 22 rifle in Florida. Perry Smith tells a former friend from his Army days that he is not sorry and feels no regret for his crimes. Dick Hickock was an ephebophile; according to Truman Capote in his account of the Clutter murders, In Cold Blood, having been prevented by his partner in crime, Perry Smith, from raping 16-year-old Nancy Clutter during the crime in the Clutter home, but Perry Smith appears to be the guy who raped Christine Walker in Osprey Fl.

Pvt Perry E. Smith and his father, John "Tex" Smith, attempted to build the Trapper’s Den Lodge in Palmer Alaska. All their physical and creative energy expended on a venture doomed to fail. Truman Capote wrote that Perry’s life was "an ugly and lonely progress toward one mirage and then another." The frustration and pain of this failure at Trapper's Den led to a terrible argument in which Perry tried to strangle his father and Tex, the Lone Wolf, pulled out a gun and tried to shoot him. The gun wasn’t loaded, but the intention was there. In a moment of mania Tex had tried to kill his own son, Perry.

On December 19th 959, unknown assailants entered the home of the Walker family and massacred Christine, 22; her husband Cliff, 25; and their children: three-year-old Jimmie and two-year-old Debbie. It remains one of the most haunting unsolved cases in Sarasota County Florida history. Over the past decade, though, the Walker family murders have taken on another chilling dimension, as the prime suspects are, at present, Perry Smith and Dick Hickock. Less that one month earlier, Smith and Hickock slaughtered the four-member Clutter family in Kansas, creating the tragedy that was immortalized in author Truman Capote’s 1966 true-crime masterpiece In Cold Blood and its classic 1969and 2005 movie adaptations. 

At about 4 P.M. on December 19, 1959, Christine Walker, 24, came home to a house she thought was empty in Osprey Fl. It wasn’t. She was raped and shot to death. When Cliff arrived later with the kids, a gunshot cut him down immediately. The killer then also shot both Jimmie and Debbie. The little girl didn’t die immediately, though, so the perpetrator drowned her in the bathtub before leaving. 

Nearly 68 years after the executions, the bodies of the killers Perry Smith and Dick Hickock were exhumed from Mount Muncie Cemetery in Lansing, as authorities hoped to solve a 53-year-old cold case using DNA. Smith and Hickock had originally been questioned about the December 19, 1959, shooting murder in Osprey, Florida of Cliff and Christine Walker and their two young children. Evidence indicated they had spent time just a few miles from the Walker crime scene after the Clutter murders. On December 19, 2012, officials in Kansas exhumed the bodies of Smith and Hickock and retrieved bone fragments to compare their DNA to semen found in the pants of Christine Walker. 

Back in Jan 1960 at least 5 different people claimed they had spoken to or had interacted with mass murderers Perry Smith and Richard Hickock in the Sarasota - Osprey Florida area prior to 12/20/1959 after seeing their photos in the Sarasota Herald Tribune as per the Sarasota County Sheriff Office. The Sheriff added that an 'expert marksman' shot each of the Walker family members with a 22 caliber rifle, one shot each, neatly through the head. Mass killer Perry E. Smith worked with his father a hunter/trapper in 'Trapper's Den' Palmer Alaska where they built a hunting lodge in the wilderness. Perry worked as a hunter trapper with his dad from about 1946 to 1949 when Perry Smith joined the Army in Alaska and served in combat during the Korean War. Perry returned to 'Trapper's Den' Palmer Alaska and to work with his father, John Tex Smith, in Oct. 1951 when he was discharged from the Army. Perry E. Smith learned to hunt and shot from his father, Tex, in Alaska. 

Perry E. Smith most likely was an 'expert marksman' with a rifle before he joined the Army in 1949, Perry was a skilled hunter. In August 2013, the Sarasota County Sheriff's office announced they were unable to find a match between the DNA of Smith or Hickock and the samples in the Walker family murder. Only partial DNA could be retrieved, possibly due to degradation of the DNA samples over the decades or contamination in storage, making the outcome one of uncertainty (neither proving nor disproving the involvement of Smith and Hickock). Sarasota County Sheriff Dept investigators have repeatedly stated that Smith and Hickock still remain the most viable suspects.

Fahad al-Thumairy, an imam at the King Fahad Mosque in Culver City, Calif., was listed as “a contact” for Adel Mohammed al-Sadhan during that first visit to Los Angeles. Fahad Al-Thumairy also later provided “assistance to 9/11 hijackers Al-Hazmi and Al-Mihdhar” — both of whom helped hijack American Airlines Flight 77 and fly it into The Pentagon on 9/11, the FBI files state. Fahad Al-Thumairy, the imam, had been placed at the southern California mosque by Musaed al-Jarrah, director of Islamic affairs at the Saudi embassy in Washington.

Why was a call placed to Sarasota Fl from the office of terrorist Imam Fahad Thumairy to a person in Sarasota Fl on December 9th, 1999? 3 months later Al-Qaeda linked Muneer Arafat shows up at the Sarasota Mosque in March 2000 as it's new Imam. Prior to the 9/11/2001 attacks, Saudi Arabia paid the bulk of the KFM Mosque’s expenses. At the King Fahad Mosque’s 1998 Grand Opening, Prince Abdulaziz pledged that Saudi Arabia would pay the operating expenses for the mosque, which were estimated at $500-600,000 annually. In 1999 radical Fahad Thumairy was the Imam at the King Fahad Mosque. Saudi Arabia established accounts at the Saudi Embassy and Saudi Consulate to pay the mosque’s expenses. Prior to the 9/11 Attacks, Saudi Arabia continued to control and operate the King Fahad Mosque, like the Ibn Taymiyah Mosque before it, as a radicalized mosque that provided support to Sunni extremism. The activities of Saudi Arabia, it's Imam/diplomat Imam Fahad Thumairy, and Thumairy’s followers at the King Fahad Mosque were a seamless continuity of the operations of the Sunni extremist cell at the Ibn Taymiyah Mosque.

The evidence shows that Imam Fahad al-Thumairy, Musaed al-Jarrah and Omar al-Bayoumi were part of an extremist platform KSA created to advance the Ministry of Islamic Affairs (MOIA) radical anti-American agenda closely intertwined with Al-Qaeda (AQ) terrorism. Saudi Religious Ministry of Islamic Affairs is the MOIA that controls all the Imams. AQ would never have deployed 9/11 hijackers Hazmi and Mihdhar to California unless a trusted network was in place to receive and support them. This evidence renders Saudi Arabia vicariously liable for its agents’ support for the hijackers, regardless of express direction. Further the proof shows that senior Saudi MOIA officials such as Mutaib al-Sudairy did in fact “direct” Thumairy and Bayoumi. The two men were part of the Saudi Religious Ministry of Islamic Affairs MOIA-led militant extremist network of Imams headed by Khalid al-Sowailem, Mutaib al-Sudairy, Adel al-Sadhan, and other more senior MOIA Saudi officials. The facts compel the inference that AQ sent its first operatives for the 9/11 attacks to Los Angeles and San Diego only because of its trust in the MOIA-led support network established there. March 31-April 1, 2001 - Mutaeb al-Sudairy and likely also Adel al-Sadhan met with 9/11 hijackers Hazmi and Hanjour as the hijackers’ traveled cross-country, contrary to Saudi Arabia’s denials. Omar Bayoumi called Mutaib al-Sudairy at his assigned MOIA workplace in Columbia, MO to arrange that meeting, and kept handwritten notes of Mutaib al-Sudairy’s contact details, as well as three cities on the hijackers’ planned route east. Omar Bayoumi also handwrote Hazmi’s AQ code-name for the 9/11 Attacks - “Rabi’ah Ibn Ka’ab” – and linked it to Mutaib al-Sudairy’s “Columbia, Missouri” location. Omar Bayoumi’s notes reveal intimate knowledge of 9/11 hijacker Hazmi’s AQ mission and show that Omar Bayoumi and Mutaib al-Sudairy were not outsiders to AQ’s 9/11 plot. Al-Qaeda agent Ziyad Khaleel also lived in Columbia MO and was an IARA fundraiser and one of eight regional directors of the Islamic African Relief Agency (IARA) that funded Al-Qadea and UBL. 

9/11 Families' lawyer in communication with Judge Netburn: Encore document shows 'a cancer' within Saudi Ministry of Islamic Affairs, it was a Saudi spy network of Imams. A known Saudi spy who helped the 9/11 hijackers in San Diego in 1999 and 2000 was Omar Al-Bayoumi who had direct links to Mataib Al-Sudairy. Mutaib Al-Sudairy was roommate of Al-Qaeda procurement agent Ziyad Khaleel aka Ziyad Sadaqa for 4 months in 2000, in Columbia MO. Al-Qaeda procurement agent Ziyad Khaleel aka Ziyad Sadaqa was also roommates for some time in Columbia MO during 1998 and 1999 with Imam Muneer Arafat who arrives in Sarasota Fl in March of 2000 just 4 months prior to Mohamed Atta and his two other Hijack pilot pals showing up in Sarasota County for flight training. 

Imam Muneer Arafat was arrested in November 2002 in Sarasota for expired Visa and shipped to St Louis to face a terrorism Grand Jury. The FBI flipped Muneer Arafat in St Louis and when he returned to Sarasota Fl in December of 2002 he was wearing a wire, he was now a paid confidential informant (CI) he got $35,000 from the FBI for the Sarasota 2002 to 2003 terror investigation. The FBI investigated Al-Qaeda linked Imam Anwar al-Awlaki, later linked to two of the 9/11 hijackers in San Diego, the Fort Hood shooter, and the Christmas Day bomber, beginning in June 1999 through March 2000, after the FBI learned Imam Anwar al-Awlaki had been contacted by Al-Qaeda agent Ziyad Khaleel aka Ziyad Sadaqa, they all knew each other prior to 9/11.

Imam Omar Abdi Mohamed was arrested December 19, 2003 by ICE on Immigration Violations, he had been laundering money for Al-Qaeda. Imam Omar Abdi Mohamed turned out to be a core member of Al-Qaeda, an advance man for the 9/11 hijackers in San Diego CA. Imam Omar Abdi Mohamed was found guilty October 28, 2005 on the Immigration Violations and sentenced December 20, 2005 he was released from Federal prison on December 22, 2005. Omar Abdi Mohamed did not serve his 1 year and 6 months sentence. In January 2004, U.S immigration officials (ICE) charged Abdi Mohamed with fraud after he allegedly lied about receiving approximately $370,000 from one of those front groups, Global Relief foundation and Al Haramain Islamic Foundation. Nevertheless, Imam Abdi Mohamed walked away from the charge, again. “The Department of Justice told the US. Immigration Court in San Diego, California that the U.S. decided not to prosecute Abdi Mohamed for this crime ‘due to concerns of diplomatic reasons.’
