Judge Orders Release of FBI Records in Sarasota 9/11 Probe But Will Not Release Name of CI Who Could be Imam Muneer Arafat Paid $35,000 by FBI. Imam Muneer Arafat was linked to Hamas and Al-Qaeda agents before he came to Sarasota Fl in March of 2000. Ziyad Sadaqa aka Ziyad Khaleel who was Muneer Arafat’s roommate in St Louis and Columbia MO was/is a known Al-Qaeda procurement agent directly linked, at the time, to Osama bin Laden and the 1998 US Embassy bombings in Africa. On August 22, 2019 U.S. Judge Zloch ordered the release of FBI records in Florida Bulldog Sarasota 9/11 probe but refuses to release any information on Confidential Informant (CI). US Judge Zloch writes, "The pages also disclose an additional confidential source CI, other than the local law enforcement agency (Sarasota Police Dept), this source provided valuable information that is detailed and singular in nature. As discussed earlier, the disclosure of the identity of this individual is in direct contradiction to the interest of the FBI". According to the newly released documents in the Florida Bulldog Freedom of Information lawsuit filed on the Tampa FBI there appears to have been a Confidential Informant (CI) working along with local law enforcement (ICE & Sarasota Police Dept) in providing information to the FBI during the 2002 Secret Sarasota investigation into a support network for the 9/11 hijack pilots when they were in the Sarasota Fl area.
In 2012, the Bulldog lodged a Freedom of Information request against the DOJ and the FBI after reporters Dan Christensen and Anthony Summers discovered Abdulaziz and Anoud al-Hijji, residents of Sarasota’s gated Prestancia neighborhood, had ties to hijackers Mohamed Atta, Marwan al Shehhi, and Ziad Jarrah. The three hijackers lived in Venice and Nokomis Fl for six months in 2000 as they learned to fly at Huffman Aviation the Florida Flight Training Center in Venice and at Jones Aviation Service which had operated charter flights and a flight school at the Sarasota-Bradenton International Airport.
But their connections to the al-Hijji household, owned by prominent Saudi entrepreneur and Royal family consultant Esam Ghazzawi, went unnoticed in the 9/11 Commission Report published in 2004. In 2011, the Bulldog reported on a 2002 memo from an FBI field agent stating its Southwest Florida Domestic Security Task force had discovered “many connections” between the al-Hijjis — Anoud is Ghazzawi’s daughter — linked by phone, security camera and security gate records. Although the FBI refuted the agent’s credibility, Zloch ordered the release of an analyst’s note from 2011 that evidently comments on the 2002 memo. “The material is highly relevant to the plaintiff’s request,” Zloch stated.
From open court records during the Sami al-Arian terrorist trial in Tampa it has been revealed that Sarasota Imam Muneer Arafat had become an confidential informant (CI) for the US Department of Justice (FBI) during a 2002 - 2003 investigation, and the FBI had paid Arafat $35,000. Imam or Muslim Holy Man Muneer Arafat, said he had spent months and months from end of 2002 to 2003 talking to a suspect and others in a case originating in Sarasota Fl at the request of the FBI, which collected much of the evidence in the Al-Arian terrorism case. Apparently Imam or Muslim Holy Man Muneer Arafat was wearing a wire and recording conversations, some in Arabic.

Hammoud stated he met ALHIJJI through his own relatives in Sarasota, (the Kazbour’s) in 1996. He described ALHIJJI as a heavy drinker and smoker of cannabis, however very well schooled in Islam. Hammoud indicated that ALHIJJI’S wife ANWD GHAZZAWI (maiden name) had family that provided her with money.
Muneer Arafat was the Imam at the Mosque in Sarasota where the ALHIJJI’S attended. Wissam Hammoud told the FBI that Al-Hijji had said “Osama bin Laden was a hero of al-Hijji.” He added that Al-Hijji showed him a “website containing information about bin Laden,” and spoke of “going to Afghanistan and becoming a freedom fighter.” Al-Hijji also tried to recruit him, Hammoud said. According to Hammoud, al-Hijji also talked of “taking flight training in Venice.” He said he believed “al-Hijji had known some of the terrorists from the September 11, 2001 attacks” who were students at an airport there.

Wissam Hammoud’s wife and sister-in-law confirmed during interviews that they too knew the al-Hijjis and are familiar with elements of Hammoud’s account. Mrs. Hammoud, who asked that her full name not be used, got the impression from comments al-Hijji made that he was “anti-American.” Hammoud himself, speaking from prison, said al-Hijji “had a lot of hatred towards everyone in America.” He said he had thought al-Hijji “nuts” when he asked him to go fight in Afghanistan. Wissam Hammoud’s 2003 charges were solicitation to commit murder, retaliating against a witness, use of a firearm during a crime of violence and possession of a firearm by a convicted felon, he could have got LIFE. Wissam T. Hammoud is currently in the Federal Correctional Insititute in Milan MI, a low security federal correctional institution with a detention center, with a release date of 2023, he will be 57. Hammoud agreed to cooperate in unspecified investigations.

On 20 FEB 2004, Special Agent Scott McAllister and FBI Special Agent Tom Baugher interviewed an individual (Muneer Arafat) who has agreed to testify at trial, who provided the following information: From 11/23/04 until 1/21/04 Muneer Arafat was in the United Arab Emirates (UAE) attempting to raise money for the Islamic Center of Sarasota and Bradenton (ISSB). The ISSB requested that Muneer Arafat travel to raise money for a new mosque that they hope to build in Sarasota (they did). For his efforts, Muneer Arafat was promised 20% of all monies raised. Muneer Arafat’s plane ticket cost $1,800 and the ISSB paid half of this amount. As a general matter, Muneer Arafat was unsuccessful in raising any money. Muneer Arafat explained that the UAE is making it extremely difficult for its citizens to donate money to Muslims in the United States due to a fear that this acts will be criminalized under new U.S. anti-terrorism laws and also out of a general sense of retribution for the U.S. restricting its citizens’ donations abroad. Husni Albarguthi is the current Imam of the ISSB.

Public records reveal that he was associated with a variety of addresses in Orlando Florida, Detroit, Columbia (Missouri), and Denver. Khaleel was also responsible for administering a variety of the most radical Islamic Web sites on the Internet from Orlando Fl in 2000. Ziyad Khaleel set up numerous web sites for the Palestine movement and especially Hamas in Orlando Fl, from 1999 to 2000 approx. Ziyad Khaleel was a Palestinian-American al-Qaeda member, based in the United States, primarily in Colorado, Florida, Michigan and Missouri. Bin Laden used the phone to place phone calls around the world, directing al-Qaeda's operations and orchestrating the 1998 bombings of U.S. embassies in Kenya and Tanzania. The FBI investigated Anwar al-Awlaki, later linked to three of the 9/11 hijackers, the Fort Hood shooter, and the Christmas Day 2009 bomber, beginning in June 1999 through March 2000, after it learned he had been contacted by Khaleel. On December 29, 1999, as he arrived in the Jordanian capital of Amman, local authorities arrested him on charges of being a procurement agent for bin Laden, but he was later released. In 2000 Khaleel lived in Manchester, Missouri, and attended Columbia College in St. Louis. He reportedly was killed in an auto accident in Saudi Arabia last year, but federal authorities apparently suspect he may still be alive. “The feds thought that this Ziyad guy faked his death at hajj (the pilgrimage to Mecca) to get out of legal trouble,” said a source familiar with the prosecutors’ questioning. Assistant U.S. Attorney Michael Fagan, who heads the St. Louis anti-terrorism task force formed after the Sept. 11 terrorist attacks, would not discuss or even confirm the existence of the investigation. After his November 2002 arrest Muneer Arafat was required to give testimony at a Federal Grand Jury Terrorism Investigation in St Louis concerning links to the 9/11 attacks and information about his former Al-Qaeda linked roommate Ziyad Sadqua aka Ziyad Khaeel. “One witnesses was Muneer Arafat, who formerly lived in the St Louis area and moved in 2000 to Sarasota, Fla where he was the Imam of a mosque, Arafat is a Kuwaiti of Palestinian descent”.

The Sarasota Saudi al-Hiijjii Family, LINKED TO THE 9/11 HIJACKERS, had been members of the Sarasota Bradenton Islamic Center Mosque, where Muneer Arafat was the Imam, from at least 1996 until their departure in August 2001. It would not be unreasonable to maintain that Muneer Arafat also visited the 4224 Escondito Circle house as he was the al-Hiijjii family’s Imam or Holy Man from March 2000 to August 2001 before they fled.
