FBI agents were able to conduct a link analysis, a system of tracking calls based on dates, times and length of conversations — finding the Escondito Circle calls dating back more than a year, “lined up with the known 9/11 hijackers.” The links were not only to Mohamed Atta at 941-685-0468 and his 2 hijack pilot pals, the FBI agent said, but to 11 other terrorist suspects, including Walid al-Shehhri, one of the men who flew with Atta on the first plane to strike the World Trade Center.

The FBI Tampa field office opened an investigation in Sarasota, which appears to have lasted for about two years (actually more like 3 years). Among other things, agents reportedly obtained evidence that some 9/11 hijackers had visited al-Hijji’s home. But the FBI kept its Sarasota investigation secret for a decade. It didn’t inform Congress’ Joint Inquiry into the attacks, which Bob Graham co-chaired. Nor did the FBI tell the subsequent 9/11 Commission about it. On September 5, 2012, the Florida Bulldog filed a Freedom of Information lawsuit in the United States federal court for the Southern District of Florida.

Sarasota Cell phone store owner Wissam Hammoud appears to have had knowledge of terrorist activity prior to 9/11. Terrorist ringleader Mohamed Atta used a Verizon cell phone with a Sarasota cell phone number 941-685-0468, purchased and later serviced in Sarasota. "Mohamed Atta aka Mohamed el-Sayed" had multiple cell phones in Florida. Four months after the FBI's official chronology states Mohamed Atta left Florida's Gulf Coast for the Miami area, Mohamed Atta was still using a Venice-area cell phone. Atta's Verizon cell phone, a PrePay account, was active from 7/15/2000 until 5/12/2001 (see billing statement above) and was listed at the 516 Laurel Rd Nokomis address. "But you wouldn't continue to use a cell phone with a Sarasota/Venice area code if you had already moved to Ft Lauderdale or Miami, because all of your calls would then incur roaming charges, which were exorbitantly expensive in 2000 and 2001." Mohamed Atta was depicted as being very frugal with his money. He would have never continued to pay huge roaming and long distance charges if he had actually moved out of the Sarasota/Venice area by 2001, the way the FBI says he did. "So he must have still been here...in and around the Sarasota and Venice FL area from time to time during the time period 7/15/2000 until 5/12/2001."
Defense Advanced Research Projects Agency (DARPA) developed he Memex Deep Web Search Engine. Memex, which was being developed by 17 different contractor teams, aims to build a better map of Internet content and uncover patterns in online data that could help law enforcement officers and others. While early trials have focused on mapping the movements of human traffickers, the technology could be applied to investigative efforts such as counterterrorism. DARPA program manager Chris White told "60 Minutes." "By some estimates Google, Microsoft Bing, and Yahoo only give us access to around 5 percent of the content on the Web." Google and Bing produce results based on popularity and ranking, but Memex searches content typically ignored by commercial search engines, such as unstructured data, unlinked content, temporary pages that are removed before commercial search engines can crawl them, and chat forums. Regular search engines ignore this deep Web data because Web advertisers -- where browser companies make their money -- have no interest in it. In a demo for "60 Minutes," White showed how Memex is able to track the movement of traffickers based on data related to online advertisements for sex. "Sometimes it's a function of IP address, but sometimes it's a function of a phone number or address in the ad or the geolocation of a device that posted the ad," White said. "There are sometimes other artifacts that contribute to location."
PRISM is a program from the Special Source Operations (SSO) division of the NSA, which in the tradition of NSA's intelligence alliances, cooperates with as many as 100 trusted U.S. companies since the 1970s. A prior program, the Terrorist Surveillance Program, was implemented in the wake of the September 11 attacks under the George W. Bush Administration but was widely criticized and challenged as illegal, because it did not include warrants obtained from the Foreign Intelligence Surveillance Court.
