Homeless People in Downtown Sarasota Around Salvation Army on Central Ave and in the Various Camps Are literally Sleeping in the Street

While working a case today in downtown Sarasota I ran across the following situation. Homeless People in Downtown Sarasota Fl Around Salvation Army on the corner of Central Ave and 10th Street and in the Various Camps Are Literally Sleeping in the Street, the guy in the red shirt above was lying in Central Ave using the concrete curb as a pillow.
I am no advocate for the homeless in Sarasota Fl, I have strong beliefs that among the numerous transient people who flock to the warm weather in Sarasota Fl, like the group at the 10th Street boat ramp above, there are violent felons and sexual predators from all over the north east, but what I saw today needs to be addressed.

I observed numerous people in wheelchairs and or using walkers gathered around the Salvation Army on the corner of Central Ave and 10th Street Sarasota waiting to get in, or so it appears, for the night.
What the City of Sarasota is going to do to address the homeless situation is still up in the air, but there are homeless camps out in the open at the 10th Street Boat Ramp, Payne Park by the Sarasota Police Department and just about every vacant lot in and around the downtown Salvation Army on the corner of Central Ave and 10th Street.
