THE DATE APRIL 19th IS SIGNIFICANT FOR SOVEREIGN CITIZENS: Timothy McVeigh had already chosen the date for his attack to mark the second anniversary of the Waco assault. For Timothy McVeigh, April 19 stood out as a date with multiple historical meanings. It was, probably foremost to the former visitor to Waco, the date April 19 1993 that the federal government launched its final attack on the Branch Davidian compound in Waco Texas, with the horrific loss of life that resulted.
Apparently in the minds of Timothy McVeigh and Terry Nichols, an avowed Sovereign Citizen, the bombing in Oklahoma City on April 19 1995 was payback for the FBI raid in Waco on April 19 1993. McVeigh also knew April 19 to be the date in 1775 that the Battle of Lexington occurred, marking the beginning of the armed uprising by colonialists against British control. In his getaway car, McVeigh included a bumper sticker that he wanted authorities to find. The bumper sticker carried the quote of Revolutionary War patriot Samuel Adams, "WHEN THE GOVERNMENT FEARS THE PEOPLE, THERE IS LIBERTY. WHEN THE PEOPLE FEAR THE GOVERNMENT, THERE IS TYRANNY." Below the slogan, McVeigh scribbled his own words: "Maybe now, there will be liberty!" April 19 1995 Oklahoma City bombing.

Waffle House shooting suspect Travis Reinking deemed himself a 'sovereign citizen,' part of anti-government group he killed 4 at Antioch, TN, Waffle House. Gunman called himself 'sovereign citizen'. The suspected gunman on the run after riddling a Tennessee Waffle House with bullets dubbed himself a "sovereign citizen," before being arrested outside the White House back in July 2017. Travis Reinking, 29, used that term — which the FBI has also used to describe a group of anti-government extremists — during a clash last year with the Secret Service, according to a police report obtained by USA TODAY. Reinking narrowly avoided encountering law enforcement officials after stealing a BMW from a dealership in suburban Nashville just four days, April 19th, before the Waffle House shooting. His neighbors did not see him, nor were they even able to describe him.
TRENTON, Fla. - Two Gilchrist County sheriff's deputies were shot and killed inside a Trenton restaurant Thursday afternoon April 19th. Authorities in Florida say on Friday the man who shot two sheriff’s deputies to death at a restaurant had entered the establishment before firing the weapon. Earlier reports had said the Gilchrist County deputies were shot through a window from the outside the restaurant in Trenton, not accurate. Gilchrist County deputies Sgt. Noel Ramirez and Deputy Taylor Lindsey were killed at the Ace China restaurant. Officials say 58-year-old John Hubert Highnote of Bell shot them before killing himself.
Levy County Lt. Scott Tummond said at a news conference Friday that the shooter entered the restaurant and immediately opened fire, leaving the deputies with no time to react. Gilchrist County Sheriff Bobby Schultz identified his two deputies as Sgt. Noel Ramirez, 30, and Deputy Taylor Lindsey, 25. "They were men of integrity. They were God-fearing, and they loved what they did. They gave their lives so we can all be safe. They just wanted to get something to eat.
They just wanted to do their jobs," Schultz said at news conference. "I'm proud to have been their sheriff." The shooting happened about 3 p.m. on Thursday at Ace China restaurant at the intersection of State Road 26 and East Wade Street. The shooter, who was identified as 59-year-old John Hubert Highnote, "shot both men without warning". The shooting suspect John Hubert Highnote was found dead in his Jeep Cherokee vehicle, self inflicted gunshot. 
With all due respect here, why has no photo been released of murderer John Highnote? Gilchrist County Sheriff Bobby Schultz describes John Hubert Highnote as a 59 year old white male from Bell Fl who was overweight, balding, and had a white beard, a lot of people fit that description. Gilchrist County Sheriff Bobby Schultz will not release the one and only photo of John Highnote from his Florida Drivers license. With all due respect here, the area of Florida where the shooting took place is an active area for anti-Gov Sovereign Citizens, if Gilchrist County Sheriff Bobby Schultz would release the photo of John Highnote to the public, Highnote could possibly be linked to other liked minded anti-Government individuals in the area, he is not just a lone wolf. 

John Highnote has what appears to be male relatives in the Tampa Bay area who post 'Three Percent (III%) Paramilitary photos' on their Facebook page. Photo above, "the 'III% Security Force of Georgia' carries out paramilitary training in rural parts of the state from their Facebook page". It is a 80 minute drive from Bell Florida to the Georgia state line. 'Three Percenters' are an offshoot of violent Sovereign Citizen terrorists. Again, with all due respect here to Gilchrist County Sheriff Bobby Schultz, John Hubert Highnote violent actions fits the profile of a Sovereign Citizen domestic terrorist who views Law Enforcement Officers as the agents of crooked Judges and as such are valid targets, read on. There are 30 such examples listed below of sovereign citizens, with their photos, shooting it out with law enforcement officers with deadly results for no good reason. None of the Sovereign Citizen killers appeared to have known the officers; they were merely convenient, symbolic targets.

John Highnote,
DOB 1/7/1959, has a criminal history in Pinellas County, Florida, but it was an old one, he appears to have worked extensively as a car mechanic. John Highnote lived in the St Pete, Clearwater Fl area from at least 1977 to 2010 according to 16 arrest records and/or moving violations, he also had a Domestic violence charge in 1993. John Highnote obtained a house in 2010 at 359 NW 45 Ave Bell Fl, property records show. In the 1993 Domestic Violence charge he was accused of launching a campaign of frightening harassment against a woman who went out to dinner with him and then decided she only wanted to be friends at the time he was working as a BMW car mechanic in St. Petersburg. 
Sovereign Citizen John Highnote was accused of tossing roofing nails in the woman’s driveway and scrawling comments on her door. In 1994, he was accused of misdemeanor criminal mischief, but the case was dismissed the following year. In 1978, he was accused of a felony carrying a concealed weapon, but the charge was also dismissed in Pinellas County. He did have a slew of somewhat more recent traffic offenses in Pinellas County, but the most recent is 2001. John Hubert Highnote, DOB 1/7/1959, had only one offense listed in Gilchrist County court records, which is where his hometown of Bell is located. Bell is a town in Gilchrist County, Florida, United States the population was 456 at the 2010 census.
John Hubert Highnote, DOB 1/7/1959, obtained the property at 359 NW 45 Ave Bell Fl 32619 in 2010 after the death of Ben William Highnote who passed away in 2009 in his 80's, apparently his father. John Highnote, age 59, also used the address of PO Box 632 Bell, FL 32619, he was described in the court records as a white male who stood 5’8″ and currently was overweight. John Highnote has worked in the auto repair business most of his life, he is an auto mechanic and had worked at a BMW Dealership in Palm Harbor Fl in 2001. John Highnote appears to be the uncle or father of another 'Highnote' man in his 40's with an extensive criminal record in Pinellas County, Manatee County and Citrus County, this guy did time in State Prison as a habitual traffic offender and is currently on Felony Probation, he works in the auto repair business and has been ticketed several times towing used cars on Rte 19, his drivers license is revoked, he strongly exhibits Sovereign Citizen traits. The house at 359 NW 45 Ave in Bell Fl in a north central Florida farm area where John Highnote was living is about as close to the 'middle of nowhere' as you can get, odd place for a guy who lived in beach communities all his life?

UPDATE May 4th, 2018.... BELL, Fla. (WGFL) — Gilchrist County firefighters are investigating a fire at the home of the man who ambushed and killed two deputies at a restaurant last month. Gilchrist County Fire-Rescue responded at 9:35 p.m. to calls of a house fire at 359 NW 45th Ave. in Bell. Firefighters say the house was fully involved when they arrived. County records confirm the house belonged to John Hubert Highnote, who has been identified as the man who who gunned down Sgt. Noel Ramirez and Deputy Taylor Lindsey on April 19th after they sat down for lunch at a Chinese restaurant in Trenton. They say Highnote then killed himself inside his vehicle parked near the restaurant.

John Highnote, DOB 1/7/1959, had a weapons permit that expired in 2010 in Daytona Beach Volusia County Fl, online records show. He also previously had hunting permits in Florida. During the 1990s, the St. Petersburg-Tampa-Orlando-Daytona Beach Fl corridor became a "hotbed" for the sovereign citizen movement, according to Mark Pitcavage, director of research for the Anti-Defamation League. Law Enforcement photos today, Friday April 20, 2018, from the garage area of John Hubert Highnote's home at 359 NW 45 Ave Bell Fl, note there is no license plate on the gray Ford pick-up. Apparently law enforcement had searched Highnote’s home, it appeared as if the home’s garage door had been pried open and windows were broken with plywood covering the holes. Two sets of purple surgical gloves were in the home’s yard, along with large tire marks. Gilchrist County Clerk of Court felony clerk Barbie Higginbotham said it seemed clear law enforcement would have searched his home, but she hadn’t received the search warrant paperwork yet. Highnote’s home in Bell is a small, one-story structure with a no trespassing signs out front posted on two trees and bullet shell casings in the front yard.  

The concept of a sovereign citizen movement originated in 1971 in the Posse Comitatus movement as a teaching of Christian Identity minister William P. Gale. The concept has influenced the tax protester movement, the Christian Patriot movement (Eric Rudolph), and the redemption movement. The Three Percenters Security is the name of an American paramilitary movement aligned with sovereign citizens whose members pledge armed resistance against attempts on the restriction of private gun ownership. Members have described that their mission is to defend constitutional rights. The organization depicts a tyrannical US Federal Government and has been characterized as being ideologically similar to the Oath Keepers. The National Coalition of Constitutional Patriotic Americans (NCCPA), has not been shy about its ties to the anti-government “Patriot” movement. According to the About section of the NCCPA’s website, its leadership and members, “come from all walks of life, including Three Percent Groups and local militias, in order to unite and tell the Country that it’s time to put America back on track!” Page administrators Matthew Johnson and David Clayton both hold leadership positions within the Three Percent Republic, an anti-government extremist group. Matthew Johnson, who often goes by the moniker “gatorthreepercent” (a reference to his Florida residence and Three Percenter ideology), also helps to run a far-right political group called Patriots United for Freedom-PAC (PUF-PAC).

May 9 2017, Sovereign Citizen BARTOW FL— The leader of a sovereign citizen group in Polk City Fl, who faced armed kidnapping charges, has pleaded to lesser charges of battery and possession of a firearm by a convicted felon. Ronnie Lee Davis, 48, who faced life imprisonment if convicted of armed kidnapping, was sentenced to a year and a day in state prison. Chief Assistant State Attorney Jacob Orr said investigators initially were told Davis was holding at least one woman against her will on his compound at 3341 Appalachian Trail in Polk City.

A far-right, anti government group whose adherents believe they’re constitutionally exempt from U.S. laws, sovereign citizens have killed police officers, clogged courts with paperwork and refused to pay taxes. Loyd — who has been charged with first-degree murder and attempted first-degree murder.
Sovereign Citizen: On its webpage, the FBI writes: “A closer look at sovereign citizens’ more severe crimes, from financial scams to impersonating or threatening law enforcement officials, gives reason for concern.” In its counter-terrorism section, the FBI describes sovereign citizens as “a growing domestic threat to law enforcement,” saying their actions toward law enforcement “make it a group that should be approached with knowledge and caution.” Last year, a study on what U.S. police officers consider their greatest threat identified sovereign citizens first among 18 extremist groups. Islamic extremists ranked second, according to the National Consortium for the Study of Terrorism and Responses to Terrorism at the University of Maryland.

TALLAHASSEE DEMOCRAT November 22nd 2014 - Curtis Wade Holley, Tallahassee LCSO Deputies Smith and Colin Wulfekuhl arrived first at the scene of the fire (set by Holley) simultaneously in separate vehicles at 10:22 a.m. Leon County Deputy Christopher L. Smith, a 47-year-old married father of two, was shot and killed immediately by Curtis Wade Holley, who was armed with a .40 caliber handgun. Bill Warner, a private investigator based in Sarasota, said Holley may have shared the same beliefs as sovereign citizens. Bill Warner said Holley may have drawn inspiration from others with anti-government views, including so-called "doomsday prepper" Martin Winters, recently sentenced to federal prison for stockpiling explosives at his Tampa-area home for use in the apocalypse. "A lot of these guys don't go out and get very vocal," Bill Warner said. "They keep it quiet." Sovereign Citizen

September 9, 2014 – Eric Frein, an anti-government survivalist, was currently a fugitive wanted for shooting two Pennsylvania State troopers in an ambush, killing one and wounding the other.  According to the State Police Commissioner, Frein had talked about committing mass murder in addition to killing officers. Accused cop killer Eric Frein, one of the FBI's 10 Most Wanted Fugitives, was captured October 30th after a 48-day manhunt, police said. Sovereign Citizen
5). August 12, 2014 — Armed with an AK-47, ammunition, and propane canisters, Douglas Lee Leguin set a fire, then called 911 to report it.  When Texas officers and firemen responded to the call, he shot at them in order to bring attention to his political complaints.  Sovereign Citizen
6). July 11, 2014 – According to court documents, John Huggins had a plan to trigger the next American Revolution by killing two police officers, then bombing both the Tremonton Utah police station and a nearby bridge to prevent first res ponders from helping those injured and killed in the attacks.  In his home, police found a bomb and five notebooks that detailed his surveillance on Tremonton police officers. Sovereign Citizen.

 7). July 10, 2014 – An Ohio Probation Officer was shot and injured when he attempted to arrest Tyshawn Hancock for violating the terms of his probation on aggravated assault charges. Hancock had "what would generally be called an anti-government kind of viewpoint and a suspicion of authority." Sovereign Citizen

June 30, 2014 – Samuel Bradbury was arrested for threatening to kill local Indiana police officers and “blow the Tippecanoe County Courthouse to pieces.”   Bradbury claimed to be affiliated with Jerad and Amanda Miller (see below.)  During a search of Bradbury’s home, police found the components for a firebomb and two explosive devices.  Hybrid Extreme Left / Extreme Right, Sovereign Citizen.
9). June 14, 2014 – Brent Douglas Cole engaged in a shootout with two officers who confronted him when he was camping illegally in the Tahoe National Forest in California.  Cole, a California Highway Patrol officer, and a Bureau of Land Management ranger were all wounded in the shootout.  The federal government charged Cole with the shooting on September 18, 2014.  Sovereign Citizen
10). June 8, 2014 — Jerad and Amanda Miller ambushed and killed two random Las Vegas Metro Police Department officers having lunch in Nevada.  They also killed a bystander who tried to stop their spree, before being killed by officers responding to the scene.  The couple had provided armed support to Cliven Bundy during his standoff against the federal government in April.  Sovereign Citizen

June 6, 2014 — Dennis Marx attempted to take over a courthouse in Cumming, Georgia while wearing body armor and a gas mask, with explosives strapped to his body.  He set a spike strip in the road to slow first responders and was armed with guns, ammunition, grenades, tear gas, and bombs.  His plan was thwarted by a deputy who was outside the courthouse doing a perimeter sweep. The officer was shot and wounded, and Marx died at the scene.  The violent battle was captured on a security camera and on the smart phone of a witnessSovereign Citizen

June 5, 2014 — In Moncton, Canada, Justin Bourque ambushed and shot five Mounties, killing three.  Although Canadian, Bourque’s social media pages reveal an obsession with U.S. gun laws and politics, killing police, typical sovereign conspiracy theories, the American Revolution, and Anonymous, all similar to Jerad Miller’s online presence.  Sovereign Citizen, General Anti-government/Canadian
13). May 1, 2014 — While Arvin Kangas argued with two Alaska State Troopers in remote Tanana, Alaska, his teenage son Nathaniel shot the officers in the back multiple times, killing them both.  The father and son staged the bodies of the Troopers to make it appear that they had drawn their weapons and then rushed to hide their marijuana plants and seeds.  Sovereign Citizen
14). January 15, 2014 — When Ohio sheriff deputies went to evict Mark Kulis, they knew he was a sovereign citizen so they waited until he left his home.  He was arrested for carrying a concealed weapon and once inside the home, the officers found multiple explosive devices, including a bomb in the oven that was wired to a motion sensor.  Kulis was found unfit to stand trial.  Sovereign Citizen
15). December 19, 2013 — When two South Carolina deputies pulled Yahchanan Reames over for driving erratically, he engaged the officers in a shootout. All three were injured. At the time, Reames was out on bond for engaging officers in a fight in a prior traffic stop. Authorities believe Reames may share the views of an extremist group known as the Sovereign Citizens' movement. Sovereign Citizen
16). August 21, 2013 David Brutsche, a convicted felon and child sex offender, and Devon Newman were caught in plot to kidnap, torture, and murder Las Vegas Metro Police Department officers. He pled guilty to lesser charges and were sentenced to probation.  Sovereign Citizen

Sovereign Citizen Navarre Fl,  March 14th, 2013 Panhandle Florida.....An armed “sovereign citizen,” accused of printing his own currency and defying government authority, was shot and killed in Florida last weekend after a four-hour standoff with a police SWAT team. Like so many law enforcement encounters with sovereign citizens, the case involving Jeffrey Allen Wright began with a routine traffic stop before quickly escalating. Wright attempted to pay his traffic fine with counterfeit money.
18). September 4, 2012 Christopher Lacy obscured his license plate and then shot and killed the first California Highway Patrol officer who pulled him over.  Lacy was killed by the officer’s partner. Sovereign Citizen

May 20, 2010 Two police officers in West Memphis, Arkansas were shot and killed during routine traffic stop in Arkansas turned into an extraordinarily violent shooting between police and a father-son pair of so-called "sovereign citizens" six weeks ago, shedding light on a secretive and dangerous subculture which believes American laws don't apply to them.When police stopped a white minivan in West Memphis, Ark., on May 20, they had no idea that it would set off a chain of events that would result in the deaths of two officers as well as Jerry Kane and his 16-year-old son Joseph. The FBI lists sovereign citizens as a domestic terror threat. 
20). Feb. 9, 2018 Sovereign Citizen, LOCUST GROVE, GA (CBS46) - The GBI says 39-year-old, Tierre Guthrie, is the man responsible for shooting three law enforcement officers Friday, he is a Sovereign Citizen. When deputies came to arrest him for not showing up to a February 7 court hearing for a citation, Locust Grove Police said Guthrie preferred to shoot it out rather than go with them, and it ended with his death, a Locust grove officer's death, and two Henry County deputies wounded. The Locust Grove officer has been identified as 26-year-old Chase Maddox.
 
21). April 16, 2012 La Place LA, Sovereign Citizens Brian Smith and his gang shoot it out with St John Sheriff Deputies. Deputies Jeremy Triche and Brandon Nielsen were killed during the Aug. 16, 2012, shootout, which happened before dawn at the Scenic Riverview Mobile Home Park in LaPlace. Deputies Michael Boyington and Jason Triche were left with permanent disabilities. Seven people were initially charged. Smith and another defendant, Kyle Joekel, are the only two facing the death penalty. They were indicted in 2012 on first-degree murder and attempted murder charges.

22). July 18, 2016 Baton Rouge LA, Sovereign Citizen Gavin Eugene Long, who died on his 29th birthday on Sunday after ambushing and killing three Baton Rouge police officers, said in online postings that he didn't want to be affiliated with any group. Long was, however, a member of a group involved in the sovereign citizen movement. Since 2011, the FBI has considered sovereign citizens "a growing domestic threat to law enforcement." Baton Rouge shooter Long "declared himself a sovereign in records filed with the Jackson County recorder of deeds last year.

 
23). April 14, 2017 VIOLA, Wis. (WMTV) -- Joseph Jakubowski, the center of a nationwide manhunt, was caught, according to authorities at a press conference Friday morning. He was arrested around 5:50 a.m. Friday morning. Officials say Jakubowski was caught in the village of Viola in Richland County. FOX NEWS: A nationwide manhunt is on for a Wisconsin man wanted for a series of crimes including stealing over a dozen guns and allegedly plotting mass violence targeting law enforcement and political figures.

January 8, 2011 Tucson AZ Sovereign Citizen, Jared Loughner, who shot Congresswoman Gabrielle Giffords and 18 others in a Tuscon, Ariz., shopping plaza, also is said to be a Sovereign Citizen member. “These people just don’t respect the badge,” said Stephen Emmett, a spokesman for the FBI in Atlanta. “There is a potential for violence in them that stems from their extreme philosophy.”
25). March 28, 2014 Cleveland OH Sovereign Citizen. An attempt to service an arrest warrant turned deadly in Middleburg Heights, Ohio, when a self-described “sovereign citizen” was killed in a shootout with local deputies.The incident involved 65-year-old Israel Rondon, who had been convicted of carrying concealed weapons without a permit and of assaulting a police officer. As a proclaimed sovereign citizen, however, Rondon believed strictly in limited to no government and did not consider himself subject to federal, state, or municipal law. 

26). June 14 2016 Sovereign Citizen. Pennsville West Virginia ‘Sovereign Citizen’ Erick Shute Shoots, Kills 3 People. A West Virginia man who describes himself as a “sovereign citizen” is accused of shooting three neighbors as part of an ongoing dispute. Erick Shute, 32, originally of Pennsville in Salem County,  shot at a group of men in a rural West Virginia town, killing 3 before fleeing the scene, leading police on a hours-long manhunt that ended with his arrest in Pennsylvania, he was arrested by Pennsylvania State Police in Chester County. In 2011, Shute was charged with aggravated assault of a police officer, resisting arrest and obstruction of justice.
27). Feb 26, 2016, Sovereign Citizen Martin Wirth Shoots it Out With Cops in Jefferson County Colorado Killing One and Wounding Two During an Eviction. Sovereign Citizen Martin Wirth who was fatally shot during an eviction on Wednesday threatened to shoot police in January, according to an incident report obtained by 9NEWS “I should just get my gun and shoot the first cop I see,” Martin Wirth is quoted in a report written up by a deputy with the Jefferson County Sheriff’s Department. According to the report, Wirth made the threat at a State Farm Insurance office in Confiner when he was denied automobile coverage on Jan. 20th. Coverage was denied because his driver’s license was not valid, according to the report. 
28). April 18, 2018, Sovereign Citizen Chicago IL, Eric Brocks just arrested in Indiana on double-murder charges related to an arson in Chicago 17 years ago told a judge he’s now a sovereign citizen who wants to represent himself. “I’m a free sovereign [and] I don’t consent to these proceedings,” Lemanuel Jackson said in a Cook County courtroom. Eric Brocks walked into the former Mike and Sons Food and Liquor Store on West Roosevelt Road at midday on November 25, 2000. After dousing the floor with gasoline, he set the accelerant on fire. A “wall of fire” blocked exit doors of the store, which was filled with customers who managed to escape. However, two cashiers, Annie Reed, 37, and Hatari Smith, 25, were trapped in a small office on the second floor and died from carbon monoxide poisoning.
April 19 1995 The FBI considers sovereign-citizen extremists as comprising a domestic terrorist movement, which, scattered across the United States, has existed for decades, with well-known sovereign-citizen members, such as Terry Nichols, who helped plan the Oklahoma City, Oklahoma, bombing. The Oklahoma City bombing was a domestic terrorist bomb attack on the Alfred P. Murrah Federal Building in downtown Oklahoma City on April 19, 1995. Carried out by Timothy McVeigh and Terry Nichols, the bombing killed 168 people and injured more than 680 others.

3). HERALD TRIBUNE Aug 20, 2016 - House District 73 Candidate Joe Gruters and his allies (PI Bill Warner) are raising questions about whether Steve Vernon shares the fringe views of a major donor. The group, National Liberty Alliance, has disavowed the sovereign citizen movement but the Anti-Defamation League considers the alliance a major promoter of sovereign citizen ideology. Manatee County resident Rodger Dowdell gave Vernon $1,000, the maximum allowed by law. Last year, Dowdell brought a proposal to the Sarasota County Charter Review Board that has roiled the normally low-key elected body.
