LA TIMES...The man who killed three Baton Rouge police officers was a member of a black anti-government “sovereign citizen” group whose members believe they are indigenous to the United States and beyond the reach of the federal government. Gavin Eugene Long, 29, of Kansas City, Mo., who went by the name Cosmo Setepenra, filed documents last year declaring himself an anti-government “sovereign citizen” the Kansas City Star reported.
When police stopped a white minivan in West Memphis, Ark., on May 20, 2010 they had no idea that it would set off a chain of events that would result in the deaths of two officers as well as Jerry Kane and his 16-year-old son Joseph. Two Arkansas police officers stopped a white sovereign-citizen extremist and his 16-year-old son during a routine traffic stop on Interstate 40. The father jumped out of the vehicle and opened fire with an AK-47 assault rifle, killing both officers. The following year, the FBI declared sovereign citizenry “a growing domestic threat to law enforcement” with extremists comprising a “domestic terrorist movement.”
February 2015 – Joseph Paffen opened fire on a vehicle with four deputies inside as they responded to a call for a domestic incident involving Paffen at a Publix grocery store in Orlando FL at 5:18 p.m. Sunday, and the officers returned fire, killing him, the sheriff’s office said. Deputies told NBC station WESH that Paffen identified as a “sovereign citizen.
TALLAHASSEE DEMOCRAT November 22nd 2014 – Curtis Wade Holley, Tallahassee LCSO Deputies Smith and Colin Wulfekuhl arrived first at the scene of the fire (set by Holley) simultaneously in separate vehicles at 10:22 a.m. Leon County Deputy Christopher L. Smith, a 47-year-old married father of two, was shot and killed immediately by Curtis Wade Holley, who was armed with a .40 caliber handgun. Bill Warner, a private investigator based in Sarasota, said Holley may have shared the same beliefs as sovereign citizens. Bill Warner said Holley may have drawn inspiration from others with anti-government views, including so-called “doomsday prepper” Martin Winters, recently sentenced to federal prison for stockpiling explosives at his Tampa-area home for use in the apocalypse. “A lot of these guys don’t go out and get very vocal,” Bill Warner said. “They keep it quiet.” Sovereign Citizen.
“In the process of declaring yourself a sovereign citizen, by definition, you are no longer beholden to any government. "That, of course, is not the way modern world is, and the concept of sovereign citizenry is by and large a complete fallacy.” said Ryan Lenz, a senior writer at the Southern Poverty Law Center’s Intelligence Project. The document that Gavin Long filed in court in 2015 amounts to pseudo-legal, “meaningless” paperwork, Lenz said. “According to sovereign citizens, once you do that, it becomes part of the official record and the government has been notified that you are no longer beholden to the laws, rules and regulations of that system,” he said. “There are no consequences of that. The consequences come when you believe that that mattered.” “When you start to accept the fact that the federal government is a fictitious reality or a construct that has no real power over your freedom or liberty, you start to declare your freedom and liberty,” Lenz said. “When you’re challenged on that, that’s when things get dicey.”
