Iranian Quds Force Agents Manssor Arbabsiar and Gholam Shakuri Planned to Kill Saudi Arabia Ambassador

Iran’s Quds Force the overseas operations arm of the Elite Islamic Revolutionary Guard Corps. The Quds Force conducts sensitive covert operations abroad, including terrorist attacks, assassinations and kidnappings, and is believed to sponsor attacks against Coalition Forces in Iraq.  In October 2007, the U.S. Treasury Department designated the Quds Force for providing material support to the Taliban and other terrorist organizations.

CNN....The criminal complaint, unsealed in federal court in New York City, identified the two alleged plotters as Manssor Arbabsiar and Gholam Shakuri. Both are originally from Iran and Arbabsiar is a naturalized U.S. citizen, the complaint said. Saudi Arabia’s ambassador is Adel Al-Jubeir, who has served in that post since 2007. The indictment is the result of a sting operation conducted by the FBI, sources tell NBC News.


The case started when one of the suspects, who lived in Texas, made contact with an undercover DEA informant and asked for assistance from the Mexican drug cartel “Zetas” to assassinate the ambassador, the sources said.

The U.S. criminal complaint said the Iranian plotters hired a would-be assassin in Mexico who was a paid informant for the U.S. Drug Enforcement Administration and told U.S. authorities all about their plot, which they code-named "Chevrolet."


MSNBC....WASHINGTON — Two men allegedly working for "factions of the Iranian government" have been charged with plotting to assassinate the Saudi ambassador in Washington and to attack the Saudi and Israeli embassies, Attorney General Eric Holder said Tuesday.


The criminal complaint, unsealed Tuesday in federal court in New York City, identified the two as used car dealer Manssor Arbabsiar and Gholam Shakuri. Holder said Arbabsiar, who was arrested on Sept. 29 in New York, was working for the Iranian Islamic Revolutionary Guard and had confessed to a plot.

Shakuri, who is based in Iran, remains at large, Holder said. He allegedly is a member of Iran's Quds Force, a special unit of the Revolutionary Guard. Both are originally from Iran and Arbabsiar, 56, is a naturalized U.S. citizen, the complaint said. The Obama administration will be "taking further action" against Iran as a result, Holder said.

Iran’s Quds Force the overseas operations arm of the Elite Islamic Revolutionary Guard Corps has a presence in Venezuela.  In the report, the Pentagon concluded that Iran’s Qods Force, an elite unit within its Islamic Revolutionary Guard Corps, is well established and increasing its presence in Latin America, particularly Venezuela.

A recently published U.S. Department of Defense report claims that members of the Iranian Islamic Revolutionary Guard Corps’ Quds Force (IRGC-QF) currently are operating in Venezuela. Sources claim that the relatively limited number of IRGC-QF in Venezuela are focused on intelligence operations, paramilitary training for the Revolutionary Armed Forces of Colombia (FARC) and security assistance for the government of Venezuelan President Hugo Chavez.

Though the IRGC-QF presence brings certain benefits to the Venezuelan government, Chavez also has an interest in keeping their proxy militant focus on Colombia.The unclassified Pentagon report did not include more details on what an increased presence by the Quds Force might entail. Since taking office in 1999, Chavez has strengthened ties with Iran. The two countries have signed a wide range of cooperation agreements including the construction of an auto-assembly plant and agriculture projects in Venezuela.
