Since its July 19th 2009 Khilafah conference in Chicago, “The Fall of Capitalism and Rise of Islam,” Hizb ut-Tahrir America (HTA) has attempted to gain control of public discourse through press releases and online events. After the much-publicized conference, HTA was forced to go on the defensive in order to deflect accusations about ties to militancy and terrorism. It had been HTA’s hope that the conference would cause the media to act as its Trojan Horse by circulating the concept of a Khilafah to a wide American audience.

HTA held an online press conference from its base in Chicago, questions were answered by Mohammed Malkawi, who has been HTA’s spokesman to the media since the group's public launch in June 2009. A closer look at the group's ideology and international activity reveals that HT not only promotes Islam as a way of life, but is also fundamentally opposed to capitalism and democracy and is explicitly hostile toward Israel and Jews.

In the days leading up to the July 19th conference, some media outlets reported that HT had "ties" to 9/11 mastermind Khalid Sheikh Mohammed and former al-Qaeda in Iraq leader Abu Musab al-Zarkawi. Malkawi did not discuss the fact that HT has produced several militant offshoots, including al-Muhajiroun, based in London and Queens NY, and Akromiya, which was responsible for organizing protests against the Uzbek government that eventually led to the Andijan massacre in 2005.

Nor did Malkawi mention individuals who were involved with HT and who went on to join more militant groups; such as, Omar Sharif and Asif Hanif, who participated in a suicide attack in Tel Aviv in 2003, and 9/11 planner Ramzi Binalshibh.

Another HTA speaker from Chicago,
Jaleel Abdul-Adil, a professor of clinical psychology at the University of Illinois – Chicago, spoke about the role of Muslims in the U.S., arguing that every Muslim should utilize his skills in the struggle for an Islamic caliphate. Abdul-Adil, who has reportedly appeared at past HT conventions in Britain, declared that "Every home and every community and every masjid [mosque] must contribute to the struggle."

HTA's Abdul-Adil also urged the audience to never "stop calling for Islam as a complete way of life…unless and until Islam becomes victorious or we die in the attempt." During a question and answer session following his presentation, Abdul-Adil was asked if shari'a, or Islamic law, would trump the U.S. Constitution. "Yes, it would be gone," Abdul-Adil replied.

A pamphlet entitled "Islamic Reformation: Exposing the Battle for Hearts and Minds," was reportedly distributed at the conference. The pamphlet, written by Adnan Khan, an HT member in Britain, calls for the death penalty for those "in the khilafah [who] openly leave Islam."


Mohammed Junaid Babar was a recruiter for Al-Muhajiroun and Al-Qaeda in Queens NY. The founder of the Islamic Center of Queens, Brother Aqeel Khan, admits that HT took over the Mosque in the mid 1990's. The Islamic Center of Queens AKA Masjid Al-Fatimah is located at 57-16 37th Ave Woodside Queens NY 11377, Iyad Hilal had been the Iman in the 1990's. Iyad Hilal in 1995 (at the time head of HT in North America) listed an address, PO BOX 770406, WOODSIDE Queens NY 11377; 06/1995, same area as the Islamic Center of Queens.

by Iyad Hilal, a Palestinian–Jordanian who immigrated to the United States in the late 1980s. A grocer living in Orange County, California, Hilal spoke about the conflict in the Middle East.

Asked about the possibility that Arafat might make peace with Israel, Hilal said it would be no more legitimate than an agreement between Hitler and Vichy France: Even if Palestinians were willing to compromise with Israel, "it would not be binding" on other Muslims, Hilal said, because "Those who gave away Muslim lands were not delegated by Muslims to give away those lands." Any effort to compromise with Israel, Hilal emphasized "will cause more bloodshed" in the long run.

The Los Angeles Times reported Aug. 24 that the FBI is looking into the activities of Iyad Hilal, a 56-year-old local Muslim entrepreneur in Orange County, Calif., who is considered the U.S. leader of a transnational radical Islamist group that seeks to re-establish an international caliphate. The FBI, the newspaper reported, is not conducting an "investigation," but wants to learn more about Hilal and his group, the Hizb al-Tahrir (HT), or Party of Liberation. Hilal's name first surfaced in a Fox News report alleging that Hilal had ties to the group responsible for the July 7 London bombings.

Hilal, a U.S. citizen of Palestinian background, has been in the United States for 20 years. He is involved in the grocery business, but also has written a number of books. Though some media have called him a "philosopher," he appears more of an ideologue. Educated in the Islamic sciences, Hilal obtained a master's degree in Islamic jurisprudence from a Saudi university and has been associated with HT from the days of his youth.

Hilal was the HT leader during its heyday in the United States and as such would shuttle between Queens New York and Orange County, where the group had its two main offices. He also oversaw the organizing of conferences in the Chicago area and the group's various publications—most prominently the magazine journal Khalifornia. Hilal also served as imam of a mosque (Islamic Center of Queens) in New York from around 1991 to about 1995.
