SYNOPSIS: In July 1995, Customs received a tip alleging the transportation of stolen property out of the U.S. Subsequent investigation revealed the suspect and shipper to be Mohamad Tabbara, doing business as A-Z International from Huntington Beach, California. Four containers shipped by Tabbara were examined by Customs Inspectors, seven stolen vehicles, stolen office equipment, and furniture were recovered. Both new and used personal effects were also recovered by the search.
Mohamad Reda Tabbara wanted for International Export of Stolen Vehicles ("Black Cars") to Dubai; U.S. Customs agents learned that Tabbara was shipping stolen automobiles from California to the United Arab Emirates (DUBAI) to be sold on the "Black Market". U.S. Customs also intercepted stolen automobiles shipped by Tabbara to Singapore, with Jordan the final destination.
Mohamad Tabbara is a Lebanese National, Tabbara has operated the following car export businesses in the Los Angeles area: the A-Z Trading Company; A-Z International; A-Z Wholesale; and A-Z Export/Import.
Bought and sold on the international black market, cars and trucks help fund criminal operations and can be turned into the terrorist weapon of choice against U.S. troops and Iraqi civilians: vehicles packed with explosives. The FBI declined to estimate how many stolen U.S. cars have turned up as car bombs in Iraq but said the number is believed to be at least in the dozens.

A salvaged or junked vehicle is low valued because it may have been heavily damaged, burned, stripped, abandoned, or even previously stolen and recovered. A suspect will buy a salvaged or junked vehicle solely for the title and VIN information. He will then steal an identical vehicle, and changed the VIN of the stolen vehicle to match the VIN of the salvaged vehicle.
The disguised stolen vehicle is then sold to an unsuspecting buyer. Legally, the buyer only owns the title to the salvaged vehicle, which may still be sitting at a junk yard or may have been chopped to pieces by the suspect to avoid its discovery and examination by police.
Used Car Exporters in the USA linked to the 'car rackets" scour the salvage auctions (on-line too) for late model luxury vehicles such as Mercedes SUV, BMW and Cadillac, purchase "as is" for pennies on the dollar and then have gang members steal vehicles to match in make, color, etc., switch the VIN's, the stolen car becomes the salvaged car and voila' a clean title and now you can sell the vehicle for tens of thousands of dollars.
Mike (Mohamad) Tabbara has numerous connections in Dubai and may very well be in the Dubai Free Port Zone exporting used cars.Tabbara has been indicted for prosecution under Title 18, United States Code, Sections 2312 and 2314, Transportation of Stolen Vehicles and Transportation of Stolen Goods.
